This position is open to Colorado state residents and non-residents.
This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).
New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.
About the Work Unit
The Traffic Operations, Signals and Technology Unit at the Colorado Department of Transportation (CDOT) provides traffic signal maintenance and operations support, and transportation technology-related support to improve traffic operations and safety, primarily along state highways. This unit manages the Traffic Signal Program to guide design and implementation of arterial management strategies throughout the state.
About the Position
CDOT is looking for a licensed Professional Engineer to support CDOT Regions in developing and implementing traffic signal related infrastructure improvements such as signal controllers, cabinets, central systems, detection devices, communication equipment, and automated performance measures. This position is expected to utilize engineering knowledge, principles, practices, and standards to support CDOT Regions in delivering innovative transportation solutions, primarily focused on improving arterial corridor operations. This position is expected to conduct intersection safety and operations performance reviews to identify and address any signal-related deficiencies. This position is expected to assist in the areas of traffic signals, ramp metering, Systems Engineering Analysis (SEA) process, Connected and Autonomous Vehicle (CAV) technology and arterial operations and management. This position is expected to assist with the statewide signal asset management to achieve performance targets.
This position is expected to assist with the development of policies, procedures, and guidelines for statewide signal operations and maintenance activities. This position is expected to prepare traffic analysis reports and conduct corridor traffic studies as needed.
Major duties and responsibilities
include, but are not limited to:
Conduct intersection related safety studies to include traffic signal warrant studies; left turn phasing studies, travel time studies, etc.;
Examine specific safety & operational issues to determine their causes or forecast impacts
Implement a Regional Automated Traffic Signal Performance Measures (ATSPM) platform;
Assist in Integrated Corridor Management (ICM) initiatives;
Develop guidance on adopting new technologies to promote safety and mobility for all road users;
Assist with the development of policies, procedures, and guidelines for statewide traffic signal operations and maintenance;
Collaborate with CDOT stakeholders, other state agencies, local jurisdictions, Metropolitan Planning Organizations (MPOs), and Federal Highway Administration (FHWA), research entities and multiple vendors to develop policies, procedures, and guidelines for statewide traffic operations and maintenance related activities;
Review crash data and conduct safety assessments to better understand numbers, causes, types, and locations of crashes at or near signalized intersections and develop low cost, high value countermeasures;
Refer to the FHWA Proven Safety Countermeasures initiative and strategies and draw upon engineering knowledge to improve safety at signalized intersections;
Utilize data-driven analysis to implement proven safety countermeasures;
Support strategies and action steps related to signalized intersections, participate in events, meetings, and activities in support of the Strategic Transportation Safety Plan (STSP);
Utilize Big Data Analytics tools and engineering knowledge to review transportation data, gain insights, and make recommendations that can help improve mobility along the arterial corridors;
Maintain and update existing signal related guidelines as necessary including Red-Light Running Camera (RLRC) guidelines, Traffic Analysis and Forecasting (TAF) guidelines, and Small Cell (5G) Devices guidelines;
Assist with the development of a methodology for performance evaluation of traffic signal systems;
Collect and manage signal event data and advising CDOT Regions on necessary infrastructure to collect this data;
Assist in traffic data analysis as needed for RAMP, FASTER, HOTSPOTS, COBRA and other CDOT or federal programs as required;
Work closely with the CDOT Regions, Intelligent Transportation Systems (ITS Branch), Division of Maintenance & Operations (DMO), Office of Data management (ODM), Division of Transportation Development (DTD), and other CDOT branches to provide traffic engineering and program support;
Other job duties as assigned.
