The Construction Quality Manager is responsible for leading, directing, managing, and executing the Construction Design-Build Quality Program across various locations. This role ensures that installations comply with all applicable plans, codes, standards, and specifications, including the timely collection of inspection and test reports. Establish and communicate Construction Quality Plan requirements to the project management team. Collaborate with the project management team on the setup and implementation of key processes and application methods. Develop and issue the Construction Quality Plan based on specifications, codes, and jurisdictional requirements. Coach, train, and mentor field quality personnel regarding the Construction Quality Management System and quality verifications. Identify, document, and track conditions adverse to quality through to acceptance and closure. Support the Corrective Action process. Review subcontractor Quality submittals and Inspection and Test Plans (ITPs) for compliance. Review and develop Welding Procedure Specifications (WPSs) and Qualification Records as needed. Perform welder performance qualifications when required. Ensure proper application of WPSs and qualification of welders per specifications and codes. Communicate quality issues proactively to the project team, especially where onsite quality support is limited. Track and report quality metrics consistently across project sites. Assist with setup and scheduling of nondestructive testing and heat treatment activities. Ensure project turnover packages are complete and accurate. Act as liaison between the Project Manager and Authorized Inspector for code work scopes. Conduct site assessments and audits for compliance with the Quality Management System. Ensure safety standards are met and participate in safety observation processes. Manage the quality program at multiple field locations and oversee site quality personnel. Perform additional duties as assigned and ensure compliance with all policies and standards. Knowledge, Skills, and Abilities
Attention to detail Strong analytical and problem-solving skills Proficiency in computer and communication tools Experience with installing transmission and distribution assets, including substations and overhead lines Knowledge of PHMSA regulations (49 CFR Part 192 & 195) related to pipelines and hazardous liquids Familiarity with welding and related processes Qualifications
High School Diploma/GED with 11 years of quality control management experience Associate Degree in Engineering, Construction, Welding Technology, or Nondestructive Examination with 9 years of experience Bachelor Degree in related fields with 7 years of experience Certified Welding Inspector (AWS) preferred This job posting remains open until filled, with a minimum duration of 72 hours.
