Construction Section Director - Construction Division

Directs and oversees all activities of the Construction Section to include field engineering; automated data management for construction contracts; contractor claims resolution regarding contract costs, payments and revisions; development and review of specifications for construction projects; compliance with labor laws and proposed and approved legislation affecting construction. Reports to the Director, Construction Division. Manages professional, technical and administrative employees. Work requires extensive contact with high-level executives, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Analyzes federal/state regulations and recommends and implements policy and procedures for division activities.
Directs and coordinates construction contract administration with the Federal Highway Administration on federally funded projects.
Directs and coordinates development and review of specifications for transportation construction projects.
Directs the activities of professional and technical staff engaged in the review, analysis, and recommendations for contract administration issues, including contract changes, disputes, and claims.
Represents the Department at national, state and local levels concerning construction.
Monitors, investigates and resolves concerns relating to contract costs, payment approvals and changes/revisions.
Performs other job responsibilities as assigned.
Minimum Qualifications:
Education:
Bachelor's Degree in engineering . Related graduate level education may be substituted for experience on a year per year basis.
Substitutions for Minimum Qualifications Experience: 4 years of experience in transportation/construction engineering. (Experience can be satisfied by full time or prorated part time equivalent). Must have three (3) years managerial/supervisory experience. Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle. Licensed Professional Engineer* * Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment. Competencies: Highway construction and maintenance Developing, implementing, and monitoring budgets and resources Specification language and requirements Application of contract language Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines Planning and coordinating workshops, seminars and task force activities Directing the development of policy and operating procedures Developing and giving presentations Physical Requirements and Working Conditions: Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs Standing-prolonged periods of time Repetitive Motion-substantial movements of the wrists, hands, and/or fingers Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading Conditions of Employment: Please click this link to read the standard conditions of employment for all positions:
