Manager II - Engineering at Nevada National Security Sites (NNSS) – Mission Support and Test Services, LLC (MSTS). MSTS manages and operates NNSS for the U.S. National Nuclear Security Administration (NNSA). Lead a team of engineers and designers to develop diagnostic system and instrumentation documentation for physics experiments for stockpile stewardship. Report primarily to NLV as the ASD Engineering Manager within the ECSE organization to develop technical system documentation, facilitate experiment system procurements, and provide oversight and ownership of technical staffing subcontracts in direct support of the SCE mission to ensure the safety, security, and reliability of the nation’s nuclear weapon stockpile. Manage a team responsible for: a $25 million Keystone subcontract; coordination of new calibration capabilities to support calibration for three active physics experiment testbeds at PULSE; and administration of systems to track Skill of the Worker records, LASER systems, and equipment calibrations. Provide engineering design drafting support to ECSE and T&O teams; serve as ECSE’s liaison for Quality Assurance and Integrated Safety Management; conduct periodic management assessments; provide procurement and material planning and control support. Collaborate with project managers and control account managers to build and sustain mechanical and design engineering capabilities within the organization. Forecast requirements, prepare annual budgets, schedule expenditures, analyze variances, and initiate corrective actions to meet financial objectives. Recruit staff based on technical needs; identify hazard mitigation training; create career development opportunities. Develop technical skillsets, uphold rigor and reputation of SCE diagnostics fielding at NNSS and NWL firing sites. Promote collaboration among Scorpius, ZEUS, and Cygnus subject matter experts to integrate training programs and leverage common skillsets. Possibly own technical scope of work at the control account manager or project manager level, including scheduling, planning, budgeting, tracking, reporting, and corrective actions. Communicate job expectations, plan and appraise results, coach and develop staff, and enforce policies and productivity standards. Maintain professional knowledge through workshops, publications, networks, benchmarking, and professional societies. Plan and maintain work systems and policies to enable optimum performance; create a safe, issue-raising environment and empower resolution. Implement environment, safety, health, and quality requirements; emphasize safety and protection of equipment; promote MSTS safety concept. Promote MSTS safety concept, Beyond Zero, and engage employees with a customer-centric focus. Qualifications
Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience. Proven ability to plan, organize, lead, and monitor diverse team efforts; monitor progress and keep milestones and budgets on track. Excellent written and oral communication skills; strong interpersonal communication. Ability to work independently, manage multiple tasks and changing priorities, mediate conflict, and apply leadership concepts. Strong customer relations skills and adaptability to change. Primary work location: Nevada National Security Site (Area 06, near Las Vegas). Remote locations such as Losee Road facility in North Las Vegas may be required. Work schedule: 4/10s, Monday – Thursday (subject to change). Pre-placement physical, drug screen, and MSTS substance abuse policy; valid driver’s license required. DOE Q Clearance requirement: U.S. citizenship, ability to obtain and maintain security clearance; background checks and possible polygraph; references to DOE Order 472.2 and 10 CFR Part 709. Annual salary range for this position is:
$151,881.60 to $243,006.40 . Starting salary is determined based on market value, candidate education and experience, and internal equity.
