GAC Enterprises is seeking an accomplished Director of Construction to lead all aspects of our Outside Plant (OSP) construction operations nationwide. This senior leadership position is responsible for strategic planning, execution, and oversight of large-scale fiber and broadband infrastructure projects. The Director will play a key role in ensuring projects are completed safely, efficiently, and to the highest standards of quality — driving GAC's continued growth and reputation for excellence in the telecommunications construction industry. Strategic Leadership

Develop and execute construction strategies aligned with the company's fiber and broadband deployment goals. Provide leadership and direction to project teams, contractors, and internal stakeholders. Identify operational efficiencies and implement best practices across all OSP projects.

Project Management

Oversee all phases of OSP construction — including aerial and underground fiber builds, utility coordination, conduit installation, and civil construction. Establish and track project schedules, milestones, and key performance metrics. Ensure on-time, on-budget delivery of all construction projects.

Vendor & Contractor Oversight

Select, negotiate, and manage third-party vendors and subcontractors. Monitor contractor performance and enforce adherence to safety, quality, and contract requirements. Resolve field challenges and escalations with professionalism and urgency.

Compliance & Safety

Ensure full compliance with federal, state, and local construction regulations, including permitting, right-of-way, and environmental requirements. Promote and enforce a proactive safety culture, ensuring all work meets OSHA and industry standards.

Budget & Cost Control

Develop and manage project budgets, forecasts, and cost controls. Review and approve invoices, purchase orders, and change orders. Drive financial accountability across all construction operations.

Team Development

Hire, mentor, and lead a high-performing construction management team. Foster a culture of accountability, collaboration, and professional development. Conduct performance evaluations and implement training initiatives for career advancement.

Cross-Functional Collaboration

Partner with Billing, Permitting, Network Operations, and Executive teams to ensure alignment between construction deliverables and business objectives. Serve as a key liaison between field operations and corporate leadership.

Qualifications

Required: Bachelor's degree in Construction Management, Engineering, Telecommunications, or related field (or equivalent experience). 8+ years of experience in telecommunications construction, with 3+ years in a senior leadership role. Proven experience managing large-scale fiber or broadband OSP construction programs. Strong understanding of OSP design, permitting, and construction processes. Experience managing both aerial and underground construction operations. Excellent leadership, communication, and organizational skills. Proficiency in project management software and construction tracking tools. Preferred: PMP certification or equivalent project management credential. Knowledge of industry standards such as NESC, NEC, and RUS. Experience with GIS-based mapping tools and fiber management systems. Work Environment & Physical Requirements

Office-based with regular field visits to project sites. Travel required approximately 80% of the time across Texas and other regional markets. Ability to work outdoors in varying weather conditions as needed. Must be able to walk construction sites and inspect physical infrastructure. Benefits
