The Project Manager II will play a critical leadership role in delivering large-scale, high-impact pipeline and facility projects, ensuring alignment with ONEOK’s operational standards and strategic goals. Candidate must have prior project management experience leading at least one DOT 192/195 regulated pipeline or facility project with a budget exceeding $50 million. Ideal candidates will have successfully managed multiple projects with budgets over $100 million. Foundational responsibilities include ensuring that project milestones and deadlines are consistently met, providing regular and transparent progress updates, and communicating issues or delays as they arise. The candidate will be accountable for establishing and managing all project contracts and purchase orders, ensuring that all work is executed in strict accordance with the terms of those agreements. Success in this role will be defined by the ability to build strong, high-performing teams with clearly defined expectations and decision rights, foster a project culture that encourages economic discipline and an entrepreneurial mindset, consistently communicate predictable financial and schedule health, and proactively mitigate financial risk throughout the project lifecycle. Job Profile Summary

Directs and performs an advanced level of planning, monitoring and managing engineering projects from initiation through completion. Lead project planning, resourcing, staffing, supply and subcontract management, progress reporting, troubleshooting, and people management. Ensure project results meet requirements regarding technical quality, reliability, schedule and cost. Projects are typically intermediate growth projects. Monitor performance and recommend schedule changes, cost adjustments or resource additions. Lead internal and external resources and communicate throughout the company as well as with external vendors, contractors and customers. This role requires a blend of interpersonal management and technical skills necessary to achieve the desired project outcome. Essential Functions and Responsibilities

Directs project activities delivering project accomplishments across plant and process facility design, pipeline design, construction, operation and maintenance projects, measurement, regulation and control facilities, gas treating and compressor facilities, product storage, pumping, loading and handling facilities, SCADA, DCS and PLC control systems, processing equipment including pressure vessels, heat exchangers, compressors, pumps, coolers, etc. Manage the review and dissemination of information related to engineering services, scope definition, estimating, scheduling, design, bid instructions and bidding, procurement, construction, record keeping, right-of-way, and environmental activities to project team members Develop a risk analysis model for typical projects from review and assessment of project risks and opportunities. Distinguish and assess risks and opportunities. Develop simulation models with Monte Carlo simulation Integrate key disciplines into a plan for asset development and manage project development in compliance with project standards and procedures. Facilitate data needed to progress the project. Distinguish KPIs, exclusions, constraints and assumptions for the project initiation document. Generate program objectives and ensure projects align to these. Develop project execution plans for large and/or complex projects and develop detailed contingency plans Create a detailed project scope of work and execute it utilizing change management procedures and monthly progress reports. Facilitate process safety reviews associated with MOC Develop and manage optimal project solutions that maximize economic value within budgetary and resource constraints Develop cost estimates and implement cost control procedures for typical projects. Establish pricing for equipment and materials, and labor productivity for engineering and construction. Align cost estimates with the overall project schedule. Develop probabilistic cost risk assessment and contingency plans Manage complex project activities including design, construction, operation and maintenance, SCADA, DCS and PLC systems, processing equipment and facilities Develop and implement a stakeholder management plan, assess Right of Way plans and easement coverage. Monitor strategies to increase influence and build relationships Develop an overall project schedule by integrating schedules from contractors. Use the integrated schedule to produce progress reports. Verify schedule progress and ensure contractor compliance with schedule update criteria Build high-performing teams with clear expectations. Lead project team by obtaining resources, hiring, and allocating authority and responsibility Execute the communication process. Manage policies for the use of online communication platforms Organize routine meetings and interact with direct and indirect reports, corporate personnel, public officials, contractors, customers and civic organizations on project issues and scheduling Support relationship building at all levels. Foster interpersonal relationships and influence others through planned approaches Evaluate projects and identify changes needed. Seek opportunities for innovative approaches to project completion Provide technical and engineering assistance to other departments, management, regulators, and industry groups on project and operations matters Education

Bachelor’s Degree in engineering or closely related field (job-related experience preferred) Work Experience

Typically seven or more years of experience in engineering, operations and/or project management Experience with processing facilities, pipeline and related design, construction, operation and maintenance; measurement, regulation and control facilities; gas-conditioning, processing and compressor facilities; pressure vessels and process equipment; controls and monitoring systems Experience with all phases of advanced project management including scoping, estimating, specification, scheduling, contracting and procurement, construction, commissioning and startup, budgeting, financial analyses, and regulatory compliance Experience achieving goals and developing employee/team strengths Experience with project management tools and software Experience coordinating teams and managing internal and external relationships Experience developing information and making presentations Experience researching, composing, preparing, and administering contracts, studies, reports and technical correspondence Experience reading and interpreting regulations, codes, standards, contracts and specs Experience effective advisement, negotiation and communication Experience using Microsoft Office and PROCORE (preferred) Knowledge, Skills and Abilities

Ability to interface with internal and external partners at all levels with excellent written and verbal communication Ability to determine project phase and perform a maturity gap analysis; develop a business case; edit/modify scope of work Ability to manage program components and align sub-projects within a program Ability to maintain a project execution plan using prior project documents Ability to prepare sections of scopes of work for pre-sanction phases of projects Ability to develop procurement and contracting strategy plans; develop management plans for fabrication/construction/transportation/installation Ability to develop commissioning and startup plans and scopes of work Ability to rewrite templates and staffing plans from prior projects Ability to rewrite standard HSE management documents and risk registers Ability to implement stakeholder management plans and interface management plans Ability to describe project quality management practices and quality plans/controls Ability to manage scope change procedures, including MOC Ability to develop critical path schedules and cost plans using prior project data Ability to ensure safety policy compliance and regulatory understanding Ability to prepare reports, invoices, studies and correspondence Ability to read construction specifications, engineering plans, regulatory documents and contracts Ability to supervise and/or delegate work assignments Licenses and Certifications
