The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system includes 19 reservoirs and 3 controlled lakes in a 2,000 square mile watershed that extends 125 miles north and west of the City.

The BEDC (Bureau of Engineering Design & Construction) currently has a portfolio of capital projects valued at 35B, and another 13.6B projected over the next 10-year plan. The In-House Design (IHD) directorate provides design and engineering services to meet operations needs in a manner consistent with BEDC's core values of safety, schedule, quality, and customer service. IHD supports projects from initiation through preliminary design, design, procurement construction, and turnover to operations. IHD's Design Services division includes Architectural, Site Civil, Structural, Process Mechanical/HVAC, Water Tunnel Mechanical Systems, and Electrical disciplines. IHD projects are typically of the highest priority for the Agency. IHD’s Engineering Services includes Quality Assurance, Laboratory Services, Specifications/Standard Operating Procedures, Sustainability, and BIM/CADD.

Under BEDC’s IHD Division, the Process Mechanical Section is responsible for creating process/mechanical engineering designs for capital improvement projects that, in conjunction with other engineering disciplines, develop and shape DEP’s public infrastructure, and assist in the continued operation and maintenance of an exemplary water supply, wastewater conveyance and treatment system to protect New York City’s public environment. The projects worked on are among the largest public works contracts administered by the City. They are vital to the health and welfare of the citizens of New York and allow the designers to leave a lasting legacy by creating facilities that will be utilized for generations to come.

The Process Mechanical Section is responsible for the preparation of process mechanical engineering documents involving the construction, remodeling, operation, maintenance and repair of public infrastructure, including plans and technical specifications for large and complex projects for water supply, wastewater and miscellaneous facilities. Focus is on the mechanical/process components for these projects, and they must be frequently implemented without interruption of the drinking water supply or wastewater treatment processes. The Section also coordinates with civil, structural, tunnel mechanical, architectural, and electrical disciplines throughout the design process.

BEDC seeks to hire an Administrative Engineer M3 for IHD’s Process Mechanical Section, located in Queens, NY. Under the direction of the Deputy Director, with broad scope for independent initiative, the selected candidate will perform the duties of a Process Mechanical Section Manager. S/he will oversee staff who prepare designs, develop staff skills to meet project needs, review designs, perform high level engineering for the most critical and complex aspects of projects, liaise with operating bureaus and other agency stakeholders to ensure proper execution of work, establish standards, specifications and design criteria based on industry standards, and stay up to date on changing regulations and technology. The candidate will also perform administrative functions including evaluations, time and leave approvals, staff planning and hiring processes.

Preferred Skills

Minimum 15 years of experience in planning, design and design services during construction for process mechanical/environmental engineering projects Bachelor’s degree in mechanical or environmental engineering is preferred Excellent oral, written, and communication skills, ability to meet deadlines, and an ability to be flexible in assignment of work responsibilities Experience with AutoCAD and Revit software programs Strong organizational and computer skills Process Mechanical/ Environmental Engineering design as it relates to water and wastewater projects Management and supervisory skills Interpersonal and mentoring skills Technical writing skills

Minimum Qualifications

A valid New York State Professional Engineer license and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
