The Second Judicial District is seeking qualified applicants to fill a Deputy District Administrator position located at the Ramsey County Courthouse in downtown Saint Paul. This position is a highly responsible, advanced administrative and managerial role assisting the Judicial District Administrator in the management of the judicial district. This position will be responsible for the direction and supervision of information technology, accounting, business process unit, and project management functions in the Second Judicial District.
The Second Judicial District is a single county Judicial District that serves Ramsey County, Minnesota. Ramsey County is the second largest county in the State of Minnesota with a population of over 500,000. The Second Judicial District has a total of 33.2 judicial officers, and around 240 staff. There are five court locations within the district.
This position is hybrid, with opportunities for remote work based on business need.
Responsibilities
Oversees, through subordinate managers, the information technology, accounting, business process unit, research and project management functions of the District Office. Supervises staff engaged in project research, systems analysis, programming, office automation, telecommunications, and video applications. Through subordinate managers, oversees the development and direction of special research projects for improvement in court operations or policies; examines proposed programs and legislation to determine impact; serves as staff to various task forces; serves on various committees; assists in the development and preparation of legislative impact statements. Through subordinate managers, oversees court statistical reporting systems; periodically prepares statistical reports upon request. Oversees the development of long-range construction plans for judicial facilities; reviews, evaluates, and provides recommendations to the District Administrator for all requests for construction or remodeling of facilities. Through subordinates technology management or supervisory staff, monitors and controls the planning, development, and operation of telecommunication services and video systems. Through a subordinate Finance Manager, oversees the district budgeting and financial processes. Represents the District Administrator in meetings with public and private agencies and the public in general. Works in conjunction with the Judicial District Administrator in development and implementation of goals, objectives, policies, and procedures. Resolves complaints on court related matters from the public, law enforcement, attorneys, and others. Participates in formation of district management policies, goals, and priorities with judicial policy makers and prepares revised procedures when necessary. Minimum Qualifications
Possession of a Bachelor's degree from an accredited college or university with major coursework in judicial administration, public administration, business administration, or related field. Significant experience in leadership, supervision, technical and professional management or professional experience in court management or administration is preferred. Any combination of education, training and work experience, which indicates possession of the skills and abilities needed, is acceptable. Knowledge, Skills and Abilities
Considerable knowledge of the principles and procedures of organizational and management analysis. Considerable knowledge of the principles and procedures of planning, budgeting, and grant administration. Considerable knowledge of the application of automation techniques to the court system. Considerable knowledge of the court procedures, legal documents, laws, and legal factors pertaining to the court. Considerable knowledge of the organization, functions, responsibilities, and procedures of the courts. Considerable knowledge of modern principles and practices of public and judicial administration. Ability to organize, direct, and coordinate the administrative activities of a large Judicial District in a manner conducive to full performance and high morale. Ability to conduct conferences and meetings and to express ideas clearly in writing and orally before the judges of the courts and representatives of government agencies, industry, and the public. Ability to plan and conduct studies designed to improve the management of the courts, to prepare recommendations, and to implement such recommendations when approved. Ability to organize, direct, and coordinate the activities of subordinates. Ability to express ideas clearly and concisely, orally and in writing. Ability to establish and maintain effective working relationships with others. Preferred Qualifications
