Overview
The Talent Acquisition & Onboarding Specialist will assist with the development and operationalization of recruitment and new employee onboarding strategies to ensure a diverse pool of qualified employees for the agency. The Specialist collaborates with agency management to identify hiring needs, implement recruitment strategies, conduct interviews, and refer qualified candidates to hiring managers. The position coordinates and monitors onboarding to set new hires up for success. Responsibilities
Assist with the development of recruitment strategies and procedures. Implement all phases of recruitment strategies and procedures. Develop recruitment effectiveness measures, monitor the recruitment process, and implement improvements as needed. Provide analytical, well-documented recruiting reports to management and the HR team. Collaborate with hiring managers to draft detailed and accurate job descriptions and hiring criteria. Research and implement efficient recruiting methods based on role, industry standards, and agency needs. Prepare job announcements and advertisements for internal and external posting; generate a pool of qualified candidates and optimize ads. Review applications for fit, conduct interviews using reliable tools, assess candidates, and refer qualified candidates to the hiring manager. Attend and conduct interviews with managers as needed. Prepare interview questions and other hiring materials as requested. Collaborate with the hiring manager and HR Director during the offer process and prepare offer letters as requested. Plan, coordinate, attend, and participate in job fairs and recruiting events; represent the company at college and agency job fairs. Process new hire paperwork with applicants, new employees, and supervisors as needed. Coordinate and conduct new employee orientation and onboarding; ensure processes are engaging and followed. Enter information into confidential employee databases or shared spreadsheets. Promote the agency’s reputation as a good employment opportunity. Travel to various offices to meet with managers and teams, as needed. Promote employee referral programs and internal opportunities; maintain regular communication with managers. Follow up with managers to evaluate recruitment and onboarding effectiveness; build strong relationships with staff and management. Assist with company-wide HR programs and initiatives; ensure compliance with federal, state, local employment laws and agency policies. Education & Experience
Bachelor’s degree in a related field. Minimum two years of human resources, talent acquisition, and interviewing experience. Experience with public speaking and various selection processes (video, phone, panel interviewing). Experience with recruiting software and HRIS; SHRM-CP, SHRM-SCP, PHR, or SPHR preferred. Knowledge, Skills & Abilities
Excellent verbal and written communication; strong interpersonal and negotiation skills. Self-starter with time management, multi-tasking, and organizational skills. Ability to maintain confidentiality and uphold high ethical standards. Creative in sourcing and proposing recruitment solutions for diverse roles. Proactive, independent, and able to take initiative. Familiarity with employment laws, regulations, and best practices; proficient with applicant-tracking software. Ability to support the agency’s culture, growth, and success through communication, accountability, and positivity. Ability to work effectively both independently and as part of a team; openness to feedback and continuous improvement. Strong computer skills (Word, Excel, HRIS) and understanding of HR policies and compliance. Additional Requirements
Proof of valid Texas Driver's License (Type C) and access to reliable transportation. Proof of valid/current auto insurance; cleared motor vehicle driving record. Three employment references; cleared criminal background check and signed disclosure of felony indictments/convictions. Cleared TB test results (current within 12 months prior to employment) and cleared pre-employment drug test. Working cellular telephone. Physical and Mental Demands
