RTX is offering a dynamic opportunity for a Manager, Contracts within the EOIR Solutions program area. The role provides oversight and leadership to a team of Contracts Professionals supporting the Global ISR portfolio, primarily involving Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) for Multispectral Airborne Reconnaissance Systems. The role is onsite in Westford, MA. U.S. citizenship is required for access to information under this program/contract. Security clearance: None/Not Required. What You Will Do
Provide sound contract administration to meet customer obligations, achieve company objectives, and comply with company policies. Represent Raytheon on contractual transactions and work with customers to develop business relationships. Partner with Key Program Functions in analyzing RFPs, developing proposals, conducting proposal reviews and coordination, negotiating contractual agreements, contracts implementation, and general contract administration. Manage contractual scope and terms and conditions to align with the overall contract scope. Collaborate with cross-functional teams to construct, submit, and negotiate Terms and Conditions and pricing proposals, and review cost structure estimates for labor, materials, services, performance requirements, and delivery schedules. Communicate with internal and external customers to establish mutually beneficial relationships and influence business decisions. Implement strategies to improve acquisition timelines and pace of contractual actions. Investigate and resolve complex contractual matters by applying critical thinking and collaborating with stakeholders. Provide strategic advice on contractual rights/obligations, regulations, and policy to mitigate risks and unauthorized changes. Review proposals to ensure solutions meet customer requirements, balance risk and opportunity, and deliver a sound business case while adhering to policies and standards. Coach, manage, and lead the EUCOM contracts team to improve quality, capability, and bench strength. Travel approximately 10-20% domestically and internationally; travel domestically to RTX sites about 20% of the time. Qualifications You Must Have
Typically requires a University Degree or equivalent experience, with a minimum of 8 years of relevant experience; advanced degree candidates should have at least 5 years of experience. Experience in Direct Commercial Sales (DCS). Direct experience in proposal development for sole source and competitive pursuits. Contracts negotiation experience. Experience in data research, fact-finding, and data analysis. Qualifications We Value
Strong management and leadership experience. Ability to shape results and influence executive leadership; excellent communication skills and ability to maintain relationships with complex customers. Team-oriented with cross-functional experience in Finance, Integrated Supply Chain, Business Development, or Program Management. Advanced degrees preferred (MBA or JD). Active US Government DoD Secret Security Clearance (preferred). Willingness to travel internationally and domestically (approximately 20%). What We Offer
