The Department provides potable water to 150,000 customers through a highly complex system including multiple raw water sources, three treatment plants, a sludge dewatering facility, 600 miles of distribution pipes, 8 pressure zones, 27 pump stations, and 38,000 service connections. Vallejo Water is a Treatment5/Distribution-5 water system. The Department provides drinking water to the Vallejo community, Travis Air Force Base, and to rural areas of Solano County. The staff of 139 employees are organized into six divisions: Engineering, Water Treatment, Water Resources, Distribution, Water Quality, Facilities Maintenance, and Business Operations. The Water Department's strategic goals include: infrastructure reliability, public trust, sustainability, organizational performance, and financial viability. Implementation of a $52 million revenue bond for infrastructure improvements and upgrades is just one of many exciting professional opportunities managed by the Water Engineering Division. THE POSITION
The City of Vallejo Water Department is seeking a licensed Civil Engineer to fill the Water Engineering Manager position. The Water Engineering Manager is responsible for the management and oversight of the Water Engineering Division, as well as overseeing the design and construction of capital projects, and providing support to the Operations and Administration Divisions of the Department. The City has raw water delivery systems from the State Water Project, the Solano Project, and City owned reservoirs, three water treatment plants and two potable water distribution systems. The City’s raw water facilities include large diameter (24” dia to 42” dia) transmission water lines (40 miles long), and associated appurtenances, such as valves and booster pumps. In addition, the City owns and operates seven dams regulated by the Division of Safety of Dams. The City has approximately 40,000 metered potable connections, served through large diameter potable distribution pipelines in two distribution systems. DEFINITION To supervise, assign, review and participate in the work of staff responsible for providing engineering services within Water Division of the Public Works Department; and to perform a variety of technical tasks relative to assigned area of responsibility.
Supervision Received and Exercised Receives general direction from the Water Superintendent. Exercises direct supervision over professional and technical staff. Examples of Duties
EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Important responsibilities and duties may include, but are not limited to, the following:
Plan, prioritize, assign, supervise and review the work of staff responsible for providing engineering services within the Water Division.
Participate in the selection of engineering staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Prepare various reports on operations and activities.
Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing engineering services; implement policies and procedures.
Participate in the preparation and administration of the engineering budget; submit budget recommendations; monitor expenditures.
Prepare requests for proposals; procure consultants for various water studies and projects; manage engineering design and construction management consultants on water treatment and distribution facility projects.
Review or direct the review of distribution pipelines, reservoirs, and pump stations submitted by private developers.
Serve as construction project manager for the construction of distribution facilities and modifications.
Authorize equipment purchases and construction change orders; develop standard specifications for equipment and materials.
Act as the Water Superintendent as required.
Perform related duties and responsibilities as required. Knowledge and Abilities
Knowledge of:
Operations, services and activities of an engineering program.
Principles of supervision, training and performance evaluation.
Modern and complex principles and practices of civil and utility engineering.
Procedures, methods, materials, and techniques used in the construction of water system projects.
Pertinent Federal, State, and local laws, codes and regulations.
Ability to:
Supervise, organize, and review the work of professional and technical personnel.
Select, supervise, train and evaluate staff.
Perform and direct professional utility engineering work.
Interpret and explain City water treatment and distribution policies and procedures.
Plan and direct varied sanitary and engineering operations.
Prepare clear and concise reports.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work including City officials, developers, and the public. Minimum Qualifications
Experience and Training Guidelines
Experience : Four years responsible experience in the engineering, operation, modification, and maintenance of water utility systems including two years of supervisory experience.
Training: A Bachelors degree from an accredited college or university with major course work in utility or civil engineering, or a related field.
License or Certificate
Possession of, or ability to obtain, a Grade IV Treatment Plant Operator Certification is desirable.
Possession of registration as a Professional Engineer issued by the State of California.
