Overview

Bowhead seeks a Senior Technical Program Manager (O&E PM) to join our team supporting the Military Community and Family Policy Outreach & Digital Enterprise Services (MODES) in Arlington, VA. The Senior Technical Program Manager will oversee all IT and cybersecurity contract personnel, Task 3 performance, and program support services. Responsibilities

Assist the ISSMs in fulfilling their duties and responsibilities. Implement and enforce all DoD IS cybersecurity policies and procedures, including the Risk Management Framework (RMF) and overlays. Ensure users have proper security clearances and access, and are aware of their cybersecurity responsibilities before system access, in accordance with SLAs. Coordinate with ISSMs to initiate protective or corrective measures for cybersecurity incidents or vulnerabilities, and ensure reporting processes are in place. Maintain current and accessible cybersecurity documentation for authorized personnel. Develop procedures to inform system users of their cybersecurity responsibilities before granting access, including processing DD-2875s. Support RMF system categorization and impact level determinations. Ensure cybersecurity requirements are integrated into the Continuity of Operations Plan (COOP). Identify security requirements in operational procedures and maintain hardware, software, and service acquisition lists for cybersecurity programs. Ensure IA and IA-enabled software, hardware, and firmware comply with security policies. Create and review System Security Plans (SSPs). Prepare for Assess and Authorize (A&A) and Security Control Assessor (SCA) validations, coordinating inspections and reviews. Qualifications

Bachelor’s degree in computer science, IT, information systems, or related field. Certification in GSLC, CCISO, CISSP, CISM, or CISA. 8+ years managing complex IT projects of similar scope. Effective communication skills at all organizational levels. Strong interpersonal skills and good judgment, capable of working independently or in teams. Desired Experience

8+ years leading projects under DoD CC SRG and RMF (DoDI 8510.01). 8+ years in change management and QA frameworks (Agile, ITIL, CMMI, PMBOK). Current PMI PMP or DAWIA Level III Program Management certification. Physical Demands

Occasional lifting of 25 pounds. Prolonged standing and walking. Periodic twisting, bending, and squatting. Security Clearance Requirements

Must maintain Top Secret/SCI clearance. US Citizenship required. #LI-KC1
