The Senior Budget Analyst performs a variety of resource management duties in support of NRO Program, Office, Directorate, and Staff components. The Senior Budget Analyst assists management with a full range of budget and resource management duties on a wide variety of NRO programs. Responsibilities:

Make recommendations regarding program baseline and spend plans at the Directorate and NRO-Levels. Conduct cross-program analyses to determine impacts of program performance and resource needs; identify trade-offs and provide alternatives to management. Make recommendations on budget tracks at various levels, including Directorate, project, sub-project, and Major System Acquisition (MSA). Assess and recommend on budget estimates and requirements for initiatives across Directorates, considering impacts on budgets and schedules. Conduct cross-program analyses on performance and progress, proposing resource adjustments as needed. Review and reconcile Directorate and NRO submissions for budget exercises and ensure data accuracy in systems like FIRsT, NEAR, NFIS, and others. Develop, monitor, and report on NRO performance measures; collaborate across agencies. Assess oversight guidance documents for fiscal and programmatic impacts. Develop data calls and fiscal data packages for oversight. Maintain budget history and prepare executive summaries, briefings, and responses. Monitor legislative and executive actions affecting programs and resources. Propose improvements for resource information systems and reporting processes. Make recommendations regarding contractual requests, program execution, and resource realignments. Ensure controls to minimize data inaccuracies and unauthorized fund use. Review and recommend changes to budget documentation and system entries. Use analysis techniques for trend analysis and decision support. Coordinate and lead meetings for program responses and reporting. Job Requirements

Education and Experience: Bachelor’s Degree in a Technical or Business discipline (Advanced degree preferred) and 12 years of relevant IC or DOD experience, or an Associate’s Degree with 16 years of experience, including 8 in NRO. Clearance:

TS/SCI w/CI Poly Desired Skills:

Knowledge of quantitative analysis techniques, IC budgetary principles, acquisition management regulations, and cost analysis methodologies. Ability to recognize decision points and escalate appropriately.
