Position Summary
As a Treasury Specialist at Oncor, you’ll be supporting the Director, Treasury Operations and Insurable Risk. You’re responsible for short-term liquidity, efficient cash management, and management of insurable risk within Oncor. This role manages short-term financing activities for Oncor to ensure its access to adequate funds needed for short-term general corporate purposes.
You’re responsible for 12-month cash forecast, determining short-term financing requirements, developing a strategy to meet those requirements, negotiate and execute financing to obtain funding needed. Additionally, this role is responsible for the Company’s cash management operations including bank accounts, daily collections and disbursements, corporate borrowing and investments, and relationships with internal business partners to ensure smooth and efficient cash operations. This role also manages insurable risk including procuring/renewal of insurance policies for current and emerging risks, coordination of annual underwriter presentations, and coordination with internal business partners. These responsibilities involve regular contact with the financial community including investment and commercial bankers, commercial paper dealers, insurance brokers and carriers.
Key Roles & Responsibilities Financing Activities
Manages all aspects of Treasury Management System (TMS) including implementation, upgrades and maintenance for continuous optimization.
Responsible for driving continuous improvement strategies with internal business partners to improve accuracy and efficiency within TMS environment.
Evaluate short-term funding needs through cash forecasting, evaluate funding alternatives and recommend appropriate funding strategies to ensure adequate corporate liquidity.
Improve accuracy of 12-month rolling cash forecast. High growth in capital expenditures is requiring new/improved sources and uses of data to anticipate increased spending needs.
Develop and implement financing strategies to ensure access to short-term funds on reasonable terms and efficient cost.
Negotiate terms and conditions and prepare documents necessary to execute the desired financing transactions.
Manage short-term borrowing and investment maturity schedules for efficient cash management.
Manage Commercial Paper program.
Manage Accounts Receivables (AR) Facility and drawdowns.
Manage Credit Facility and drawdowns.
Build and maintain strong relationships and open communications with commercial and investment banks, commercial paper dealers
Treasury Operations/Cash Management Activities
Manage the day-to-day cash needs of the Company through cash scheduling, reconciling bank balances, concentrating cash, executing corporate disbursements, raising short term funds needed through short-term borrowing, and investing excess cash, for efficient cash management and daily liquidity.
Responsible for continuous improvement of treasury operations processes including system optimization, costs, efficiency.
Execute daily Automated Clearing House (ACH) and wire transfers ensuring compliance with Sarbanes Oxley Act (SOX) controls, internal controls and segregation of duties.
Coordination with Accounting to ensure accurate reporting of cash management transactions.
Consult with other departments on matters related to cash collections or disbursements.
Manage administration of all corporate bank accounts and online banking systems.
Analyze bank account analysis statements to manage efficiency and optimize utilization of bank services. Negotiate terms and conduct Request for Proposals (RFP) as needed.
Manages Month-end Close coordination with accounting to ensure accurate posting and reporting treasury transactions
Serve as the Company’s banking and cash management Subject Matter Expert (SME).
Supports Accounting, Accounts Payable, Payroll, Revenue Management and other internal business partners.
Insurable Risk Management Activities
Protect the Company’s financial resources through identification of emerging risks and make recommendations to mitigate those risks through the use of insurance.
Build relationships with insurance brokers for risk management consulting and to assist in the evaluation of available markets and policy options to best fit the Company’s needs.
Procure insurance policies and appropriate coverages.
Manage existing insurance program including timely renewal applications to ensure there are no lapses of coverages.
Coordinate with internal business partners to gather corporate data to prepare insurance applications and presentations for insurance underwriters and mutuals.
Serve as the Company’s insurable risk management SME.
Supports Legal, Procurement and other internal business partners with contract review and insurance guidance.
Manage the issuance of Certificates of Insurance to Oncor’s counterparties in compliance with contracts and agreements.
Report risks and mitigating strategies to the Risk Management Forum.
Treasury Support
Treasury is a relatively small team and teamwork is critical.
Backup support and cross-training is required.
Assist as needed with other Treasury activities.
Engage with external finance and insurance organizations, conferences, education to support the Company’s growth and performance.
Skills
Strong leadership, detail oriented with demonstrated project management and problem-solving skills.
Ability to work autonomously, using self-initiative to attain objectives and problem-solving skills to overcome challenges.

Education and Experience
Bachelor’s Degree in accounting, finance or related discipline and 5+ years of related experience in corporate treasury, finance, banking, and insurance required.
