Overview
Senior Contracts Manager (Project Management) The Senior Contracts Manager will serve as the subject-matter expert and senior advisor on contract compliance, Joint Venture mechanics, and SBA/FAR requirements. Reporting to the Controller, this role will lead the internalization of JV activities, establish scalable contract processes, and safeguard the company's legal and financial interests. While the position does not directly manage staff today, it requires a managerial presence: the ability to influence leadership decisions, operate independently, and represent the company with external stakeholders including teaming partners, auditors, and counsel. Responsibilities
Manage cradle-to-grave contract and subcontract administration for prime contracts, task orders, BPA/IDIQs, and JV-related agreements. Provide contractual support and compliance guidance for SBA program requirements, including 8(a) regulations, size standards, and mentor-protégé arrangements. Draft, review, and negotiate a range of agreements including Teaming Agreements, Joint Venture Operating Agreements, NDAs, Subcontracts, and MOUs. Work closely with business development and proposal teams to review solicitations, identify contractual risks, and support volume development, including completion and review of Reps and Certs and other required corporate statements for all team members. Ensure compliance with the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and SBA regulations (13 CFR Part 124, 125, 126, etc.). Serve as point of contact for vehicles, ensuring adherence to vehicle reporting and requirements, including maintaining registrations and contract compliance for SAM.gov, eLibrary, and other government portals. Serve as the primary contracts liaison for Joint Venture partners, ensuring proper documentation, workflow coordination, and contractual alignment across JV entities. Monitor and manage contract deliverables, reporting requirements, and performance metrics. Support contract audits, reviews, and closeout processes in compliance with DCAA and DCMA standards. Keep leadership informed on regulatory updates affecting federal contracts and SBA rules. Maintain accurate and organized contract records in the company's contract management systems. Required Qualifications
Bachelor's degree in Business, Legal Studies, Public Administration, or related field. 10+ years of contracts management experience in federal government contracting. Demonstrated expertise in FAR/DFARS, SBA small business programs, and federal procurement processes. Deep understanding of SBA small business programs including 8(a), Mentor-Protégé, and socioeconomic set-asides. Experience drafting, negotiating, and managing Joint Venture-related contracts and agreements. Proven ability to manage multiple contract types (FFP, T&M, CPFF, IDIQ, GSA Schedules). Strong working knowledge of contract risk analysis, compliance, and negotiations. Excellent communication, organization, and interpersonal skills. Proficiency in Microsoft Office and contract management tools. Demonstrated ability to operate independently at a senior level, advising executives and making sound contractual decisions. Preferred Qualifications
NCMA certification (e.g., CPCM, CFCM). Experience working within or managing a Joint Venture under an SBA 8(a) or Mentor-Protégé program. Familiarity with contract management software (e.g., Deltek, Unanet, JAMIS). Working knowledge of FAR Part 19 (Small Business Programs) and SBA CFR Title 13. Clearance
Must possess U.S. Citizenship and the ability to obtain a Secret clearance.
