Presides over evidentiary due process Administrative Hearings, pursuant to Arkansas Administrative Procedures Act, state and federal laws, and agency policy. Conducts hearings by swearing in witnesses, hearing testimony, and determining admissibility of evidence. Makes final ruling and writes final orders on hearings, based on weight of evidence, testimony, and the appropriate policy. Schedules administrative hearings and makes pre-hearing rulings on objections, continuances, and dismissals of appeals. Researches, reviews, and analyzes materials prior to hearings and identifies issues for hearings. Oversees preparation of transcripts and records of decisions appealed to the Circuit Court. Responds to requests for information under the Freedom of Information Act and researches case laws and statutory laws relating to the agency program and administrative law.
