Overview

To protect the public from rabid, dangerous or potentially diseased animals; to rescue injured and trapped animals; to control the population of unwanted animals; to enforce State and County laws and regulations pertaining to vicious or nuisance animals and the licensing and humane treatment of animals; and to function as a positive and cooperative team member. Distinguishing Characteristics

Level I

– This entry level class performs routine tasks and is typically used as a training class. Employees work under immediate supervision and are learning assigned tasks. They receive supervision from the Supervising Animal Control Officer within established policies and may receive supervision from higher level officers. Level II

– This advanced journey level class provides all animal control functions for a significant geographic region. Incumbents perform the most difficult duties, may oversee kennel operations, and may provide lead work and training. They work independently within designated areas and may establish or update procedures subject to management approval. Representative Duties

Note: Duties may vary by assignment. Incumbents at Level I and Level II perform a range of duties, including but not limited to the following. Patrols a designated area and enforces animal regulations, laws and ordinances. Contacts dog owners to locate unlicensed or unvaccinated dogs. Receives and investigates complaints about stray, dangerous, unwanted, or improperly controlled animals. Handle complaints tactfully to resolve situations; consults supervisors for advice in difficult cases. Issue violation notices and court citations; collect evidence and appear in court as needed. Respond to emergency calls concerning animal bites and quarantine potentially rabid animals; observe and examine animals as directed; instruct owners on quarantine procedures. Traps and captures animals suspected of carrying rabies; arrange for testing; prepare laboratory specimens and follow up on results as appropriate. Operate and maintain animal control equipment, vehicles, and related tools; assist in shelter operations and kennel maintenance; administer first aid or minor treatments to animals. Interact with the public professionally; provide information on laws, services, and adoption; assist in licensing and adoption processes; explain regulations and policies in response to inquiries. Participate in immunization clinics; assist in setting up multiple clinics; may assist veterinarians with vaccinations and inspections. Im p ound and release or quarantine animals as directed; euthanasia processes as assigned and in compliance with laws; assist in training staff on euthanasia procedures and chemical restraint. Prepare documentation and routine reports; maintain records and forms; assist with training of new staff; operate and perform minor maintenance on field and kennel equipment. Education and Experience

Level I High school graduate or equivalent; experience caring for domestic, farm, and/or ranch animals desirable. Level II High school graduate or equivalent; must have at least two (2) years of progressively responsible work experience performing duties similar to an Animal Control Officer in the County. Licenses, Certificates, and Special Requirements: Level I – Must obtain a valid State Humane Officer certification and an euthanasia procedures certificate within the first year of employment; valid driver’s license; pre-employment background and fingerprint checks. Level II – In addition to Level I requirements, must have completed euthanasia procedures certificate and all levels of State Humane Association Academy. Knowledge, Skills, and Abilities

Knowledge of: Basic feeding and care of domestic animals; relevant laws, codes, and ordinances; standard methods for caring for impounded animals; basic investigative procedures; symptoms of common animal diseases; breeds and handling practices; English usage and basic office methods. Abilities to: Understand all aspects of animal control operations; analyze and interpret documents; observe for violations; solve field problems; care for both domestic and wild animals; restrain and isolate animals; learn laws and procedures; qualify with firearms; communicate clearly in writing and orally; establish effective working relationships; perform duties under stress; adapt to diverse populations; operate computers and office equipment; meet physical requirements; and maintain safety for self and others. Working Conditions

The position involves indoor and outdoor work with frequent contact with animals and the public. PPE is required. Duties may involve standby or on-call hours, weekends and holidays. Environmental conditions include exposure to extreme temperatures, noise, chemicals, and field investigations. Reasonable accommodations are available per policy. Application and Selection
