This position is eligible for incentive compensation and has a maximum incentive opportunity of 10% of base salary. The CalSTRS Investments Branch is seeking an experienced individual to work as an Investment Officer II, STRS on the Total Fund Management (TFM) team. The TFM team is responsible for integrating asset allocation (tactical, strategic, and asset-liability management), risk management, and balance sheet management to provide optimal long-term risk-adjusted returns for the total fund. While these activities have a long history at CalSTRS, the TFM team was established in July 2024. TFM works with the senior management team and asset classes, incorporates pacing and liquidity information, and provides analyses for total fund allocation decisions. A key objective for the team is to build and maintain a resilient, globally diversified investment portfolio. Under the direction of the Senior Portfolio Manager, Total Fund Management, the Investment Officer II is responsible for quantitative modeling, analysis, and support for balance sheet portfolio management and strategy to support the management of the overall CalSTRS fund. The Investment Officer II is responsible for analysis to assist in the management of the balance sheet, including portfolio strategy, portfolio construction and execution, and counterparty relationships. The position requires the ability to work independently and collaboratively as part of a diverse team. The ideal candidate will possess the following skills: Bachelor’s degree in finance, economics, mathematics, statistics, business, or a related field FRM, CFA, CAIA, or other industry certification Experience performing quantitative investment analysis Experience in optimizing balance sheet strategies Experience in liquidity risk analysis Strong analytical and technical ability Strong attention to detail Ability to effectively communicate technical information to a non-technical audience Ability to present information clearly, both orally and in writing Ability to work with and analyze large, complex data sources Ability to organize data, summarize, and convey complex concepts without loss of technical integrity Ability to work effectively as an individual and as part of a team to support team, unit, and Investments Branch goals Ability to apply excellent time management skills used for efficient completion of projects; prioritize competing assignments; and meet deadlines Ability to handle multiple shifting priorities Duties will be adjusted at the Investment Officer I, STRS level. An incumbent who possesses a professional certification as a Chartered Financial Analyst (CFA) may receive a 5% monthly base pay differential. Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
