ROLE
We are seeking a Senior Program Information Analyst to support the U.S. Trade and Development Agency’s (USTDA) Information Resource Center (IRC) in Arlington, VA. In this role, you will oversee project information systems, reporting processes, and library holdings to ensure agency data and publications are accurate, accessible, and compliant with federal requirements. I. Information System Oversight
Supervise data input and quality assurance in information management systems (e.g., Microsoft SharePoint and the Trade and Development Agency Management Information System [TDAMIS]). Oversee verification of fiscal, program, contract, grant, and project data prior to entry. Run advanced data queries and generate reports for leadership as needed. Provide input to the Chief Information Officer (CIO) and Deputy CIO on system testing, problem resolution, and upgrades.
II. Project Reports & Library Holdings
Direct the creation and maintenance of the agency’s project and program library holdings database. Ensure segregation and proper handling of public versus confidential reports. Oversee accurate inventory management of reports. Deliver bi-annual library holdings analysis reports with executive summaries for the agency website.
III. Publications & Reports
Develop and run program and financial reports for inclusion in the USTDA Annual Report and on the agency website. Review and validate grant and contract deliverables for accuracy and completeness. Review draft Requests for Proposals (RFPs) for consistency prior to posting.
IV. Process & Policy Improvement
Update and maintain the IRC Document Flow Process Map. Recommend and implement process improvements to streamline agency workflows. Maintain and update IRC manuals, standard operating procedures (SOPs), and the Administrative Manual.
V. Freedom of Information Act (FOIA) & Information Dissemination
Oversee FOIA support activities, including request logging, system updates, redactions, and draft responses. Manage processing of internal and external requests for project and agency reports. Track report circulation and ensure proper check-out procedures. Approve and distribute participant lists from agency events. Respond to and route public inquiries appropriately.
VI. Leadership Support & Training
Supervise onboarding and offboarding support tasks handled by junior staff. Provide training and technical assistance to staff on IRC functions and business processes. Mentor junior administrative staff to build capacity in project information management.
REQUIRED EXPERIENCE
At least 10 years of administrative management or relevant work experience. Experience in creating and implementing organizational or administrative management policies and procedures. Experience evaluating program effectiveness and recommending improvements. Experience providing training and technical assistance to staff. Experience in information and records management. Proficient in agency information systems (e.g., document and records management platforms). REQUIRED KNOWLEDGE, SKILLS, & ABILITIES
Skilled in using Microsoft Office (Outlook, Teams, Word, PowerPoint, Excel). Ability to respond flexibly and provide rapid assistance in a time-sensitive environment. Ability to manage multiple tasks, prioritize work, and meet deadlines. Ability to identify and resolve complex problems. Excellent written and verbal communication skills. Strong organizational and customer service skills. EDUCATION
College degree in business or information management required. Related certifications preferred. LOCATION
