Overview
Air Quality and Conformity Project Manager - TPP Division - Austin, TX - (2502474) TxDOT's Transportation Planning and Programming Division is seeking a highly motivated, highly organized individual to facilitate and coordinate transportation conformity for Texas and collaborate with professionals from TxDOT, non-attainment Metropolitan Planning Organizations (MPOs) and other agencies. This is a critical function to help MPOs meet federal air quality requirements and help Texas navigate transportation conformity to facilitate project development with the goal of a safe and efficient transportation system. The project development manager will develop and administer an air quality and conformity strategy, with the goal of success and compliance for each non-attainment MPO and best in class program administration among peer states. Responsibilities
Performs advanced project management work related to transportation conformity. Work involves monitoring air quality and transportation conformity requirements; coordinating the planning and initiation of transportation conformity with non-attainment MPOs; monitoring the progress and schedule of each transportation conformity as well as the overall progress of concurrent conformities toward successful and timely completion. Collaborates and communicates with project stakeholders, management and other relevant parties. Coordinates projects with federal, state and local governments. Work requires contact with departmental managers, and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Assists in formulating and recommending polices and guidelines relating to planning, air quality analysis, transportation conformity, and environment projects. Consults with districts, divisions and other agencies regarding issues related to transportation conformity, project development and design. Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assures coordination and approvals through FHWA, FTA, EPA, TCEQ or USDOT. Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them. Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project agreements, contract or specifications Oversees planning studies to include feasibility studies, air quality analysis, transportation conformity, and environmental assessments or constraints Identification. Oversees the preparation, analysis and review of environmental documents and ensures compliance with applicable state and federal environmental laws and regulations. Performs complex planning and programming activities in support of air quality analysis and transportation conformity management-related programs and/or transportation projects. Represents the Department at national, state and local levels regarding planning, air quality analysis, transportation conformity, and environmental project development. Reviews and approves final preparation and publication of reports, manuals, contracts, agreements and related correspondence pertaining to planning studies, air quality analysis, transportation conformity, and environmental studies. Reviews proposed legislation and oversees the implementation of legislation affecting planning, transportation conformity and environmental activities. Serves as a lead worker and trains others. Performs other job responsibilities as assigned Minimum Qualifications
Education : Bachelor's degree in business administration, planning, engineering, project management, or related discipline. Experience can be satisfied by full-time or prorated part-time equivalent. Related graduate level education may be substituted for experience on a year per year basis. Licenses and Certifications : Valid driver’s license. This position requires driving a state vehicle. Preferred Qualifications : Experienced in transportation conformity, emissions modeling, travel demand modeling, project-level conformity, transportation planning and familiar with the development of emissions budgets. Urban and/or rural transportation planning Environmental laws, regulations, and mitigation requirements pertaining to natural resources Program/project planning, development, and management methodologies Applicable contract/grant/funding/project/program processes, policies and procedures Applicable laws, rules, and regulations Planning methods, techniques, and strategies Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines Leading, assigning, reviewing, and monitoring the work of others Administrative practices and procedures to include writing, editing, and report writing techniques, record keeping, and records management Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information, and making recommendations that support business decisions Public relations for maintaining effective working relationships with individuals and groups, both internal and external Analyzing and organizing business and technical data Developing and giving presentations Collaborates and cooperates with others and builds effective working relationships with internal and external members to accomplish organizational goals Physical Requirements and Working Conditions
