Payroll Assistant - Prevailing Wage

on-site in Escondido, CA. This full-time position supports the Project Accounting and Document Control Departments and reports to the General Manager. The role ensures full compliance with the Davis-Bacon and Related Acts (DBRA), California Prevailing Wage laws, and all federal, state, and local labor compliance requirements. The Specialist will collaborate with project management, subcontractors, and accounting staff to maintain certified payroll records, monitor compliance, and prepare required reports. Key Responsibilities
Prepare and submit weekly certified payroll reports for self-performed work. Review and verify subcontractor payroll submissions for accuracy and compliance with Davis-Bacon and/or California DIR requirements. Maintain payroll records, fringe benefit statements, apprenticeship documents, and wage determinations. Administer payroll compliance using platforms such as Miter HR, LCPtracker, DIR eCPR, eMars, and Prisim. Labor Compliance & Enforcement
Monitor compliance with federal and state prevailing wage laws, fringe benefit allocations, and apprenticeship ratios. Audit payroll submissions and investigate discrepancies in classifications, wage rates, and trust fund payments. Research and apply correct prevailing wage determinations by trade, location, and project. Track apprentice hours to ensure compliance with mandated ratios and file DAS-140/DAS-142 forms as required per trade. Subcontractor Compliance & Coordination
Verify subcontractor compliance documentation prior to site authorization (licenses, DIR registration, insurance, agreements). Train and assist subcontractors with certified payroll submissions and system use. Serve as primary point of contact for subcontractor labor compliance inquiries. Maintain organized subcontractor compliance records and approve vendors for payment once compliant. Audit, Reporting & Documentation
Generate compliance and labor reports for internal leadership, project owners, and government agencies. Assist in responding to audits, public records requests, and investigations. Submit reports and supporting documentation to appropriate agencies on a weekly/monthly basis. Support internal and external audits with required payroll, fringe, and labor compliance records. Training, Policy & Collaboration
Stay current on changes to labor laws, DBRA, California DIR, and union agreements. Provide guidance and training to project managers, HR, and field staff on compliance requirements. Collaborate with operations, accounting, and legal teams to strengthen compliance processes. Contribute to the development of best practices, policies, and internal controls. Qualifications
High School Diploma or GED required. Associate’s or Bachelor's degree in Business, Accounting, or related field preferred. Experience
Minimum 3+ years of experience in certified payroll, labor compliance, or construction payroll administration. Strong knowledge of California DIR, Davis-Bacon Act, and multi-state payroll laws. Experience with certified payroll systems (Miter HR, DIR, LCPtracker, DIR eCPR, eMars, Prisim among others). Familiarity with OCIP/CCIP programs, union payroll, and benefit reporting preferred. Skills & Abilities
Proficiency in Microsoft Office 365 (Excel, Word, Outlook, Teams). Strong analytical, auditing, and problem-solving skills. Ability to work well under pressure, prioritize tasks, and meet deadlines. Excellent written and verbal communication skills, including the ability to train others. Bilingual (English/Spanish) a plus. Physical & Work Environment Requirements
Work performed primarily in an office environment. Prolonged sitting, computer use, and phone work. Occasional lifting of files or equipment up to 25 lbs. Ability to climb stairs and travel to job sites when required. Benefits
