Position Summary
This position leads and manages an accounting team through month end closing, year-end closing, payroll, accounts receivable and accounts payable, external financial and compliance audits, ad hoc reporting, preparation of monthly and annual financial statements and other accounting and financial related works. The Accounting Manager oversees financial systems for gathering data, information analysis, and confirms accuracy of accounting staff work. This position assigns and allocates workloads to the proper team members while taking an active role in understanding each accounting function. The Accounting Manager will improve processes and procedures for financial reporting that align with Generally Accepted Accounting Principles (GAAP), Budgeting, Accounting and Reporting System (BARS), and Governmental Accounting Standards Board (GASB) pronouncements.

Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Oversee day-to-day banking activities which include all operating bank accounts and review of monthly bank reconciliations. Assist with accounting needs for the purchasing card program, authorization, use and internal controls. Assist with PCI compliance and credit card merchant services.
- Supervise the daily activities of the Accounting Department including supervision of several accounting staff members. This includes coaching, training, writing performance reviews, promoting staff empowerment, interviewing and hiring for vacant positions, and other managerial duties.
- Review and analyze procedures and systems to ensure efficiency and accuracy.
- Responsible for internal/external audits, internal control procedures, and for maintaining a close liaison with external auditors and ensuring effective action as necessary on all agreed recommendations.
- May be assigned projects by Director of Accounting and CFO.
- Supervise the financial systems (payroll, general ledger, accounts payable, accounts receivable and capital assets), as well as controlling and granting certain software systems security for the accounting department.
- Gather, compile, and prepare financial data, statistical and financial reporting, statements, and reports, in accordance with GAAP & GASB, including implementation of new GASB pronouncements.
- Review, analyze and prepare the three basic annual financial statements, MD&A and notes to the financial statements. Delegate sections to other team members as needed.
- Review reports and documents for compliance with state and federal regulations, contractual agreements, policies, and procedures.
- Review and approve finance and accounting transactions/activities including journal entries, revenue management, voucher batches, and customer invoicing. At times, perform these functions for training or backup.
- Prepare, coordinate, and manage monthly and year-end closing schedule to meet deadlines.
- Assist in preparation of special statistical and financial reporting.
- Demonstrate successful skills in customer and co-worker service, planning, departmental organization, job knowledge, and facility wide teamwork.
- Supervisory Responsibilities:
- Directly supervise accounting staff.
- Carries out supervisory responsibilities in accordance with the organization's policies and procedures.
- Responsibilities include planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; assessing training needs of the team and overseeing their development.

Minimum Qualifications:
- BS/BA degree from a four-year college or university with an emphasis in accounting,
- Two or more years' experience in financial management or accounting which should include managing people or processes.
- Experience and working knowledge of GAAP and GASB/FASB.
- Experience working with Momentus or other ERP software system.
- Direct experience working in government and knowledge of GASB, including analysis and implementation of new GASB pronouncements.
- CPA license (or working towards).
