JOB TITLE: Developer Programmer Analyst 3 Cayuse Holdings (Cayuse Civil Services, LLC) LOCATION: Hybrid, Austin, TX Salary: $91,374.40 - $130,520.00 The Developer/Programmer Analyst 3 will support the development and enhancement of applications serving Texas school districts. This role requires working across multiple agency stakeholders to ensure accuracy, efficacy, and alignment with business goals while focusing on delivering transformative technology solutions to benefit Texas school districts and fostering excellence in software development practices and stakeholder collaboration. Developer duties will involve the following Power Platform areas: Process Automate, Dataverse, Integration of Power Apps with external services and products, Model-driven Apps, Canvas Apps, Power Pages, and more. This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.

Responsibilities

Design and develop a new reporting framework using .NET 8.0/9.0, Blazor, and other modern Microsoft technologies. Evaluate user requests for new or modified programs (e.g., financial or human resources systems, clinical research trial results, statistical analyses) to determine feasibility, cost, time, compatibility, and required capabilities. Participate in all phases of the Software Development Life Cycle (SDLC) within a SCRUM/Agile environment. Analyze and enhance existing complex reports built with Crystal Reports integrated with Oracle databases. Develop scalable, high-performance financial system solutions with seamless Oracle database integration. Collaborate with cross-functional teams, including DevOps, to maintain and improve CI/CD pipelines and automation processes. Consult with users to identify current operating procedures and clarify program objectives. Provide innovative solutions to modernize and streamline legacy projects, ensuring alignment with business and organizational objectives. Other duties as assigned.

Qualifications

Here’s What You Need

The Developer Programmer with experience in the Software Development Life Cycle (SDLC), demonstrating expertise in Microsoft Technologies & Database Systems. 8 years’ experience with Software as a Service (SaaS) and/or Platform as a Service (PaaS) environments. Problem solving and collaboration skills to troubleshoot and resolve system-level issues in complex environments. Effective communicator and collaborator across cross-functional teams and stakeholders; ability to tackle technical and architectural challenges, especially in legacy systems. Must be able to pass a background check (may require additional background checks as required by projects and/or clients).

Minimum Skills

Exceptional interpersonal, verbal, and written communication skills. Strong organizational, analytical, and problem-solving abilities with attention to detail. Ability to multitask, prioritize in a fast-paced environment, and adapt to change. Ability to work independently and in cross-functional teams. Strong collaboration skills and ability to work with other functional and technical staff on projects. Ability to handle sensitive and confidential information appropriately. Proficient in MS Office (Word, Outlook, PowerPoint, Excel).

Desired Qualifications

4 years’ experience with Microsoft Power Platform development. 4 years’ hands-on experience with Microsoft Power Apps, Power Pages, Connectors, and Power Automate. 2 years’ experience with Power Pages, Canvas Apps, and Model-Driven Apps using Dataverse/SharePoint or other databases. 2 years’ experience in Agile development and sprint planning. 1 year experience with Power Automate Cloud Flows, Desktop Flows, business process flows, and Process Advisor. 1 year experience in extending Power Platform using JavaScript and custom plug-ins. 1 year experience with Dataverse tables, connectors, and external integrations. 1 year experience with Power BI and Power Platform best practices for development and operations. 1 year experience with the Power Platform Center of Excellence (CoE) Admin Center. 1 year experience implementing Agile methodologies for State of Texas Agencies. 1 year experience with Power Platform mobile apps, Power Virtual Agents, and Power Apps portals. Prior experience in healthcare or public health is preferred.

Working Conditions

Professional hybrid office environment. On-site work in Austin, TX; 3 days remote with 2 days on-site (Mon & Tue). Must be able to perform duties for extended periods and maintain a productive workspace. Must be able to sit for long periods looking at a computer screen. Possible flexible schedules, travel, holidays, or hours outside normal business hours.
