Overview

Principal or Senior Principal Program Cost Schedule Control Analyst (Level 3 or Level 4) – onsite in El Segundo, CA or Hollywood, MD. Reports to the Mission Applications Department Business Manager and supports Defense Systems programs in compliance with Earned Value Management System (EVMS) requirements and program implementation. Secret clearance required; travel up to 10%. Responsibilities

Set up cost control system, monitor and control costs and schedules on contracts requiring validated cost schedule control system. Maintain EVMS compliance including cost/schedule integration. Perform analyses and prepare reports to ensure contracts stay within negotiated parameters and government cost control guidelines. Prepare and maintain spend plans; develop and review Estimates at Complete (EACs); incorporate changes into the EVMS to maintain cost and schedule baselines. Support financial CDRL deliverables; assist CAMs with EVMS activities including WBS development and alignment; time-phasing of tasks; developing earned value methodologies; performance measurement; EAC updates and variance analysis. Create financial charts for program management and reviews; identify cost impacts and develop recovery plans as required. Perform financial analyses such as funding profiles, sales outlook, cash forecasting, and variance analysis. Reconcile actuals, manage budget change requests, and ensure proper accounting; incorporate contractual changes to maintain baselines. Operate in a dynamic environment with competing priorities while maintaining attention to detail. Basic Qualifications

Bachelor’s degree with 5 years of related experience; Master’s degree with 3 years; or High School diploma (or equivalent) with 9 years of experience (Sr Principal level: Bachelor’s and 8 years; Master’s degree with 4 years or HS diploma with 12 years). U.S. Citizenship and an Active Secret Security Clearance with the ability to obtain SAP clearance. Minimum 2 years of EVMS experience (COBRA preferred). Experience with Microsoft Excel (VLOOKUP, PivotTable), Word, PowerPoint. Preferred Qualifications

Proficiency with COBRA or similar project management software, COGNOS (NGFP - Planning Analytics), SAP S/4 and Excel-based Analysis Office (AO). Active DoD Top Secret (TS) Clearance; Active SCI access. Experience in financial analyses such as funding profiles, sales outlook, cash forecasting, and variance analysis. Position Benefits

The standard work schedule is 9/80. This role may offer a competitive relocation assistance package. Salary ranges: Primary $91,200.00 – $136,800.00; Secondary $113,500.00 – $170,300.00.
