Phoenix, AZ . This position leads the development and execution of environmental, health, and safety programs to ensure regulatory compliance, risk mitigation, and a zero-incident culture. The manager drives strategic initiatives, audits, training, and incident response while partnering with operations to embed safety into daily practices. As a key advisor, the manager influences site direction, supports change management, and champions continuous improvement across all EHS functions. Essential Duties and Responsibilities

Assist the team to ensure compliance with state and federal regulatory agencies and related policies (e.g., OSHA, EPA, DOT). Develop and submit applicable EHS permits, forms, and reports to EPA, Wastewater, Fire Department, and other regulatory agencies. Conduct routine compliance EHS audits/inspections, prepare reports and action plans to identify and correct hazardous conditions or at-risk behaviors, and ensure employees follow EHS policies and procedures. Develop and conduct Job Hazard Analysis (JHA) for different operations; communicate identified risks and provide solutions, control measures, and action plans. Aim for zero injuries and accidents by establishing a generative safety culture and EHS management systems. Develop insightful actions, make recommendations, and influence site direction by effectively working with site operations and management. Monitor full implementation of EHS programs, evaluate effectiveness against goals, and plan corrective actions based on industry standards and best practices. Under the direction of the Global EHS Head, develop strategic EHS plans to meet organizational goals. Drive incident investigations and provide corrective and preventive actions to prevent recurrence. Provide specialized EHS expertise for the facility, particularly on new projects and change management endeavors. Develop, implement, and deliver training to new hires and operations employees on EHS programs, policies, procedures, and regulatory requirements. Monitor and approve industrial hygiene sampling strategies and results. Serve as primary contact for reports of leaks, spills, or releases of hazardous materials. Evaluate EHS program effectiveness, make recommendations, and implement corrective actions based on standards and best practices. Represent the organization in community or industry safety groups and programs. Drive and mentor the Safety Committee, communicate action plans, and follow up with action owners. Perform other duties, projects, and initiatives as assigned. Knowledge, Skills, and Abilities

Work effectively as a team player with multiple working groups and departments. Excellent communication and writing skills. Act as an EHS subject matter expert with innovative and technical approaches. Well-developed planning and organizational skills, including prioritizing activities, meeting commitments, and meeting deadlines. Educational/Certification Requirements

Bachelor of Science (or country equivalent) in Health and Safety, Environmental Engineering, Chemical Engineering, or related field; or equivalent work experience. Certifications in safety and occupational health are preferred but not required. Work Experience

Minimum 5+ years relevant experience, preferably in chemical, metal finishing, semiconductor, wastewater treatment, oil and gas, or related industries. Working knowledge of environmental regulations, including stormwater, air/water, Tier 2 reports, Form R, etc.; extensive knowledge of EPA, OSHA, DOT, NFPA, and related regulations. Strong track record in submitting permits, working with regulatory agencies, leading and developing EHS programs, conducting audits, JHA, and gap assessments. Experience in hazardous materials, emergency response team development, implementation, and administration. Exceptional interpersonal and influencing skills, with ability to build relationships at all organizational levels. Work Environment
