Overview
Technical and professional work in server administration, designing and managing databases both spatial and non-spatial, and creating and maintaining GIS software and applications to support county projects and programs. Support the GIS Program Manager by assisting with delegated supervisory functions. Responsibilities
Installation and administration of ArcGIS Enterprise (ArcGIS Server & ArcGIS Portal). Establishes & manages ArcGIS users/roles, GIS content management, etc. Performs geodatabase monitoring, administration, configuration, tuning, performance and maintenance functions for the SQL Server/ArcSDE database, and any associated web servers for the GIS group and Enterprise Mapping System. Creates and supports GIS scheduled jobs using Python and SQL scripting. Troubleshoots system problems related to functioning of mapping systems. Coordinates with Information Services staff to ensure systems are backed up and configured to provide optimal output. Designs and provides recommendations for software and hardware architecture and database design for GIS based applications. Designs, creates, modifies, and manages GIS applications including administration of ArcGIS Online and ArcGIS Portal. Administers central repository of mapping data to ensure organization and maintenance of data structure and the least disruption in application availability. Advises team members in the use and best practices of GIS systems and databases. Maintains the intranet and internet websites pertaining to the GIS Team. Assist with managing the day-to-day activities of the team. Motivating the team to achieve organizational goals and team deliverables. Delegates and distributes tasks to team members in the absence of the GIS Program Manager. Acts as GIS Program Manager during their absence. Supports the GIS Program Manager in actively seeking resolution to team concerns while adhering to the GIS Manager’s policies. Additional Duties
Performs other related work as required. In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties. Functions as a member of the Department EOC staff during disaster situations. Qualifications and Requirements
Bachelor of Science Degree and four (4) years’ experience in Database Infrastructure, Design and Management, Geographic Information Systems, and/Database Analysis; comprehension of software development logic especially with regard to Python. A comparable amount of education, training, or experience may be substituted for the minimum qualifications. Must possess and maintain a valid Florida Driver’s License. Extensive knowledge of ESRI’s ArcGIS Enterprise Environment, Geographic Information System technology and terminology. Efficiently operate GIS (ESRI Desktop and Extensions) software. Extensive knowledge in computer mapping including geodetic control, naming conventions, attribute data, layering schemes and technical specifications of digital maps. Knowledge of the appropriate uses of GIS technology and available application packages to recommend solutions for end users. Extensive experience with ArcSDE and knowledge of ArcSDE versioning concepts. Extensive experience creating ArcGIS Server cached vector and aerial image-based services. Experience in GPS data collection and Esri Mobile Applications. Demonstrates an excellent understanding of ModelBuilder and Python Scripting. Demonstrated knowledge of programming skills and comprehension of software development logic. Advanced knowledge of GIS analysis and tools including spatial databases (PostgreSQL, PostGIS, GeoDatabase, GeoPackage) development and maintenance. Experience in troubleshooting database permission issues and database connections. Ability to evaluate resources, initiate programs and present data for use by decision makers. Ability to create complete application packages for end users including documentation and training. Must possess excellent problem-solving skills. Excellent interpersonal skills, customer focus and client-interface capabilities. Ability to establish and maintain an effective working relationship with other departments, Constitutional Officers, various governmental agencies, and the general public. Ability to communicate abstract and technical information effectively both orally and in writing. All employees must attend Seminole County Required Trainings.
