Duties and Responsibilities

(**Denotes Essential Functions) Lead IT projects that span across seven UHCC campuses, including planning, documentation, implementation, testing, and training. Advise stakeholders on project scope, feasibility, risk, cost, and implementation strategies. Monitor project progress, adjust tools and timelines, and evaluate outcomes. Research and apply innovative technologies (e.g., AI, machine learning, API development) to improve institutional and system performance. Direct development and integration of systemwide institutional research tools, dashboards, and reporting systems. Support strategic initiatives related to enrollment, student success, academic planning, and workforce development (e.g., ARPD, Destiny, Workforce, Good Jobs). Ensure compliance with UH data governance policies and FERPA; maintain IR documentation, data definitions, and quality standards. Design and maintain data systems and structures to support enterprise needs and institutional effectiveness. Translate technical specifications into functional reporting and analytical tools. Develop predictive models and advanced analytics for continuous improvement and strategic decision-making. Partner with data owners to map, transform, and validate source data across siloed systems. Build strong relationships with UHCC stakeholders across academic and administrative units to identify data and technology needs. Provide responsive support to campuses for IR and IT projects. Liaise with UH System, ITS, and external partners (e.g., DOE, DOL) to align reporting, analytics, and system integration initiatives. Provide leadership and direct supervision for a team of IT and Institutional Research professionals, including analysts, developers, and data managers serving both credit and non-credit programs. Oversee staffing assignments, performance management, and professional development to ensure team effectiveness and alignment with systemwide priorities. Coordinate work plans and deliverables across functional areas, ensuring timely execution of reporting, analysis, and technical projects. Foster a collaborative, high-performing team culture that encourages innovation, continuous improvement, and responsiveness to campus and system needs. Align staff efforts with institutional goals related to academic planning, workforce development, compliance, and data-informed decision-making. Other duties as assigned. Minimum Qualifications

Education and Professional Work Experience Possession of a pertinent baccalaureate educational degree in Management Information Systems, Information & Computer Sciences or related field and 7 years of progressively responsible professional information technology experience with responsibilities for enterprise level information technology project management or database administration and management, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawaii broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Knowledge, Skills, and Abilities Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging information technology concepts, principles and methodologies in the area of information technology project management, multi-user database administration and management, and advanced technical and end user support services. Comprehensive knowledge and understanding of a wide range of interactive and integrated technology, systems, hardware and software associated with information technology project management, multi-user database administration and management, and advanced technical and end user support services. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Supplemental Minimum Qualifications

Extensive experience in and knowledge of the Linux, MacOS, and Microsoft Windows operating systems. Skilled in the use of databases, dashboards, and data visualization tools for reporting and analysis. Considerable working knowledge of and demonstrated ability in MS SQL Server and one or more Database Management Systems such as MySQL, Oracle and/or DB2. Considerable working knowledge of and demonstrated ability in coding SQL and PL/SQL and SQL based reports for efficient data retrieval in a complex scheme, stored procedures, triggers, and server-side scripting. Demonstrated experience of information technology security concepts, protocols, industry best practices and compliance standards. Demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Proficiency with modern professional tools for creating optimized, responsive and expressive websites. Knowledge of federal and state data laws and policies, including FERPA and related governance frameworks. Strong analytical, problem-solving, and communication skills, with the ability to present complex data to diverse audiences. Ability to work outside of normally scheduled work hours including, day, night, weekend and/or holiday hours, as directed. Desirable Qualifications

Knowledge of trends in computing in higher education. Knowledge of Banner Student Information System. Master’s degree in Information & Computer Science, Business Management or Business Technology, Higher Education Administration, or related field. Experience developing and maintaining policies, standards, and procedures.
