SEA04 Data Analyst

Serco Serco is seeking a dynamic and experienced candidate to serve as a Data Analyst supporting the Naval Sea Systems Command (NAVSEA) Industrial Operations Directorate (SEA 04). In this role, you will provide direct support to NAVSEA 04’s mission of getting ships to sea and keeping them ready by supporting strategic planning products. This hybrid position will be located in Washington, DC - Washington Navy Yard. Clearance : This position is contingent upon maintaining an active Secret level clearance. In this role, you will: Create and/or update databases and spreadsheet-analysis data in electronic formats compatible with NAVSEA-approved, web-based document sharing initiatives in support of Naval Sustainment Systems-Shipyards (NSS-SY) programs, including availability planning, duration estimation, shipyard capacity, execution status, and financial/budget status. Provide information management support, including monitoring, maintenance, and access management of SEA 04 information on NMCI/NIPRNET and SIPRNET share drives, SEA 04 DON Tasking, Records, and Consolidated Knowledge Enterprise Repository (ETMS2) Alfresco sites, SEA 04 SharePoint site collections, and related CDMS LiveLink/NOFORN sites. Fix or remove incorrect, corrupt, or incomplete data within datasets. Gather and analyze technical information and create EXCEL/SQL queries to retrieve specific information from databases. Apply data mining techniques to large data sets to identify patterns and insights. Analyze data, interpret results, and identify problems and opportunities. Create and deliver graphical representations and dashboards for briefings and reports via Microsoft Teams (FlankSpeed) or approved platforms. Define KPIs and metrics, track performance, and tie insights back to strategic goals. Provide programmatic management and planning support, including developing storylines, templates, and knowledge management practices. Engage with senior leaders during weekly SEA 00B and SEA 04 briefs. Develop written SOPs and support transition plans; organize and support meetings and workshops as needed. Become knowledgeable of historical and current events influencing public shipyard maintenance. Competent use of Microsoft 365 products (SharePoint, Visio, Project) and graphics tools (e.g., Adobe Photoshop); develop and post digital and physical storyboard content. Provide technical and programmatic assistance to NAVSEA efforts; support framing issues, problem statements, process optimization, and change management. Coordinate engagements with Naval Staff, OSD/ Acquisition entities, SYSCOMs, PEOs, and DRPM; interface with client leads including Flag and SES personnel. Deliver executive-level program management support and strategic guidance to plan, coordinate, implement, and track change initiatives across acquisition and sustainment organizations. Create and update databases for NSS-SY programs and related activities. Develop read-ahead materials and coordinate presentations. Qualifications To be successful in the role, you will have: Must have an active DoD Secret clearance. U.S. Citizenship required. Bachelor's degree in Statistics, Mathematics, Computer Science, Information Systems, Management, or a related analytics field with a minimum of 5 years of experience in compiling and interpreting data. Experience with DoD/Navy environments and familiarity with data-analytics tools such as Tableau, Power BI, Python, and R. Experience performing trend analyses and identifying potential technical and management issues. Knowledge of commonly-used data analytics concepts, practices, and procedures. Ability to travel up to 10%. Knowledge, Skills and Abilities Strong problem-solving and communication skills; ability to produce high-quality documentation. Ability to organize material, perform data analytics, and write clearly and concisely. In compliance with pay transparency laws, the salary for this role is $86,539.09 to $140,624.86, with Serco considering factors such as responsibilities, experience, and education when extending offers.
