Overview Highly skilled, detail-oriented, self-starting, and responsible professional who combines Geographic Information Systems (GIS) and technical skills to support a mission-critical public safety system in a fast-paced environment. Technical work requires advanced skills in receiving, relaying, analyzing, and processing accurate information. Also performs advanced technical work preparing maps of geographical areas showing natural/constructed features and related specifications.

An employee assigned to this classification analyzes source data, contours maps and related geographic information system materials, and requires technical mastery of GIS techniques and principles. They are expected to attend staff and partnering agency meetings and participate in discussions on the planning and coordination of GIS issues related to the Computer Aided Dispatch (CAD) function.

This position will study and critique the statistical methodology and general data collection specifications regarding geography operations, make recommendations, and implement up-to-date geographic concepts and methods.

Work is performed under the supervision of the Combined Communications Division Manager. Performance is evaluated through meetings, observation, results obtained, and appropriate employee performance appraisals.

Responsibilities

Collect and maintain a database of county information for data and graphics presentation purposes from various sources, including the Property Appraiser, Federal Census Bureau, County GIS, etc.

Update the streets, address points, subdivisions, Fire and Law Response Areas, and other layers as needed to support the CAD and Mobile system

Provide technical graphics, mapping, and addressing advice and expertise to staff members and other governmental entities

Revise and edit existing maps in various stages of compilation

Analyze and coordinate data, source maps/photographs, computerized/automated mapping products, and other records to determine the proper location and names of features

Study legal records to establish boundaries of properties and areas of political, economic, social, or other significance

Interpret and convert coordinates and vector data, deeds, surveys, legal descriptions, right-of-way maps, and other data into GIS

Respond to and resolve emergency requests relating to GIS functions/operations

Prepare clear, complete, and accurate web-based, electronic, or paper maps from rough or detailed sketches/notes

Review rough sketches, drawings, specifications, and other engineering data received from various sources

Consult with vendors regarding enhancements and upgrades to the GIS

Provide technical assistance for CAD-related projects, including re-hosting, upgrades, scheduled system downtime, and application of new GIS-related methodologies such as the U. S. National Grid system (USNG)

Teach client agency personnel about CAD and GIS-related subjects as needed

Provide support and backup to the CAD network administrator as needed

Obtain statistical data and generate reports as needed

Write operational procedure manuals documenting current systems

Serve, as needed, on designated committees for the Combined Communications Division

Perform research and suggest products or other applications and methods for applying new technology to address organizational needs

Manage the search for and identification of improved or updated maps for geographic operations

Prepare GIS-based analysis and maps in response to internal and external requests

Educational Requirements High School Diploma / GED – Required

Associate's Degree – Required

Bachelor's Degree or better – Preferred

Preferred Major(s): Degree with major coursework in geographic information systems, computer science, and information technology

Experience and Training

Two (2) or more years of experience in GIS work preferred

Working knowledge of Crystal Reports desired

Any combination of education and experience which provides the required knowledge, skills, and abilities to successfully manage the GIS responsibilities and assist with the CAD functions

Certification and Licensing

Current, valid Florida driver license

FCIC/NCIC Access certified or certified within six (6) months of hire

GISP – GIS Professional certification is desired

Skilled in the use of Environmental System Research Institute (ESRI) licensed products, including ArcGIS Pro and Network Analyst Extension

Knowledge of ESRI licensed products, including Enterprise and ArcGIS Online

Knowledge of the conversion of external data provided by internal agencies (e.g., Crime Investigation Division)

Knowledge of relational database design principles

Knowledge of agency policies and procedures

Ability to present a positive, professional image

Ability to establish and maintain effective working relationships with co-workers, supervisors, other agency representatives, and the public

Knowledge of legal aspects and regulations concerning operation of a public safety communications center

Ability to identify, analyze, and solve problems independently

Ability to plan, schedule, and coordinate a variety of projects and programs

Ability to present facts and recommendations effectively both orally and in writing

Ability to maintain confidentiality

Considerable knowledge of cartographic and topographic techniques and principles

Skilled in the use of personal computers, including word processing, database software, calculator, telephone, copy machine, and fax machine

Ability to edit geographic maps and knowledge of GIS computer system operation

Knowledge of E911 address and street designations
