We\'re hiring an

Estimating Manager

to help shape the future of major transportation infrastructure across the region. This role is central to the success of high-impact programs involving highways, bridges, transit systems (rail and bus), and airports. As a key member of the Project Controls Office, you’ll work closely with agency partners, internal teams, and stakeholders to ensure estimates are accurate, timely, and aligned with project goals. Your technical expertise and clear communication will help identify issues early, influence outcomes, and keep the program moving forward. If you’ve worked on rail transit programs, this is a chance to bring that experience to a high-visibility initiative. Reporting to the Program Controls Deputy Director, you’ll oversee the Program Estimating Unit and play an active leadership role in all estimating activities. This is a long-term, full-time, on-site position located in Fresno, CA.

Responsibilities

Manage the cost estimating group in the development of all capital cost estimates for CAHSRA from planning conceptual level to final design and construction cost estimates.

Facilitate the development of information used to develop cost estimates with all internal and external stakeholders.

Support the development of the bi-annual Programmatic Business Plan capital cost estimates, Program Baselines and Project Update Reports.

Develop Estimate Development Plans and Basis of Estimate reports as required.

Support the review of contractor estimates and claims.

Develop policies and procedures for programmatic cost estimating.

Minimum Qualifications

Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field, or an equivalent combination of education and experience.

20+ years of progressively responsible experience estimating and analyzing costs for complex design and construction projects.

10 years in transit work with typical project size over $10 Billion.

Strong knowledge of project controls, including scheduling, costing, estimating, and reporting, with the ability to evaluate cost and schedule impacts.

Demonstrated expertise in construction methods, materials, labor rates, and techniques relevant to heavy civil infrastructure, including cost escalation and order-of-magnitude estimating.

Significant demonstrable experience in report writing specifically but not limited to Estimate Development Plans and Basis of Estimates.

Ability to develop and manage internal and external resources to facilitate the development of accurate cost estimates in a schedule-driven program environment.

Experience in database driven estimating software (Timberline, Heavy Bid) as well as electronic quantity surveying systems.

Experience with industry standard project and construction management software (e.g., Primavera P6, TILOS, MS Project, Bluebeam, RSMeans).

Proficiency with Microsoft Office Suite/Office 365.

Preferred Qualifications

Master’s degree in Civil Engineering, Construction Engineering, Construction Management, or Quantity Surveying.

Active professional certifications such as CCE, CCEA, CCP, CEP, PSP (AACE); PMP or PMI-SP (PMI).

PE license in relevant jurisdiction(s).

Experience delivering projects through traditional and alternative methods (e.g., DB, CM/GC, P3).

Experience with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

Compensation and Benefits The salary range listed for this role is $190k-$230k/year ($92-$111/hour). The final salary offered will be based on multiple factors and aligned with each candidate’s level of experience, breadth of skills, total education achieved, certifications/licenses, geographic location, etc.
