Overview

DESCRIPTION OF WORK: Under limited supervision, the ORC Utility Distribution Supervisor performs highly skilled labor and supports, monitors, and facilitates water, sewer, and stormwater activities for the division, monitoring compliance with local, state, and Federal regulations. As the Distribution ORC, ensure that the system operation can continue seamlessly; adhere to follow all ORC responsibilities per state guidelines (State regulation 100.12.5). Responsibilities

Write standard operating procedures (SOPs) for optimal system operation and update and keep plans and reports of system operational activities. Provide cross-training to other operators and encourage other operators to become certified or upgrade their water certifications and provide guidance on this process. Maintain centrally located, easily accessible system information record keeping as required by the state. Develop written operating (delegating) plans before allowing other operators to perform any system tasks or activities (include hands-on training). Provide annual briefing to the Deputy City Administrator (DCA). Report instances of non-compliance to the Deputy City Administrator and state as required. Provide capital improvements, future maintenance, asset management, and contingency plans and actively participate in the planning associated with the construction, operation, and maintenance of a water facility. Ensure all permits are obtained before the start of projects. Schedule inspections/sanitary surveys as directed by the Deputy City Administrator (or their designee) and attend these surveys. Supervise responsibility for the operation and day-to-day operation of the distribution system and ensure water quality. Take action as needed for sample results as reported to the DCA or designee. Supervise the operational activities and functions of other facility operators. Perform additional duties as enumerated in 100.11.2. Maintains an adequate supply of maintenance materials and supplies; requisitions, restocks, and ensures maintenance materials and supplies are stored in a safe and orderly manner. Participates, assists, and supports the construction, maintenance, and repair of the municipal potable water system. Performs heavy manual labor including digging, lifting, and breaking pavement under varying weather conditions while exposed to dampness, fumes, odors, dust, biological, electrical, and mechanical traffic hazards. Installs, adjusts, and repairs utility access holes, utility access hole frames and covers, sewer clean-out boxes, valve box castings, curb stops, water meter boxes and meter setters; provides senior level expertise for challenging issues and supports other staff and personnel. Makes main water line tap connections for extension of distribution system and makes water meter connections of various size and type; installs, repairs, and reads water meters. Places new water meters in inventory by proper identification with meter number and records meter inventory data; monitors readings and checks low consumption or leakage reports. Installs, tests, repairs, paints, and maintains fire hydrants; establishes layout and sets up safety traffic controls around active work area. Performs daily locates on water mains, service lines, sewer mains, and water mains; takes water samples on city spring fed water locations and ensures appropriate submission for analysis. Cuts and repairs distinct types of paving; cuts, fits, and lays water and sewer lines. Sets up and operates a confined space entry tripod and safety harness and associated data recording; performs atmospheric monitoring of a confined space and prepares confined space entry permits and files reports. Operates heavy machinery, hand tools, power equipment, and vehicles, including commercial vehicles; maintains city vehicles and equipment and ensures the appropriate maintenance and care of equipment by other personnel. Assists other public services departments with tasks; inspects materials and workmanship to ensure quality standards. Participates in the rehabilitation of wastewater collection system lines, laterals, and utility access holes; assists with televising and sealing of sanitary sewer lines. Follow all Colorado State requirements for water treatment and distribution as indicated on the attached Water Duties and Responsibilities. Subject to change based on state mandates. Performs all other work as needed or assigned. Education and Training

Must have a high school diploma or possess a GED and be at least 18 years of age. Must have a valid Class B or higher commercial driver’s license (CDL). Must obtain Flagger Certification within 6 months of hire. Class 1 Wastewater Collection Certification within one year from the date of hire. Class 3 Water ORC Distribution Certification from the Colorado Department of Public Health and Environment and maintain certification as required (Regulations 100.16.6, 100.16.7). Must have at least three (3) years’ experience in municipal potable water system and at least three (3) years’ experience in municipal sewer systems. Knowledge and Skills

Must be computer literate with Microsoft Office familiarity. Knowledge of and ability to comply with all rules and regulations, including the Employee Handbook, OSHA Standards, and the Confined Space Program. Knowledge of safety rules and equipment, including identification of precautions for and emergency response to hazardous gases and vapors. Must have some understanding of general construction practices and be proficient with various hand tools. Ability to effectively communicate orally and in writing. Must be able to perform mathematical calculations with fractions, decimals, and percentages in the U.S. and metric systems. Ability to work evening, night, weekend, standby shifts, take call for the department, and perform occasional overtime. Ability to prioritize and be flexible with priority changes. Demonstrate good workmanship in a neat and timely manner while maintaining a clean and orderly environment. Ability to troubleshoot and diagnose problems. Ability to exercise independent judgment and to formulate work procedures within the limits of the position to accomplish assigned tasks.
