L&I IT Project Management Senior/Specialist

Overview

The Information Technology (IT) Division provides IT-based products and services to support the Department of Labor and Industries (L&I) agency priorities so that L&I can keep Washington Safe and Working. The IT Project Management & IT Business Analysis Program is responsible for the effective planning, execution and delivery of IT projects agency-wide. The Project Management Office (PMO) oversees the development of technology solutions, especially major new applications, upgrades, and IT changes agency-wide. The incumbent in this role reports to the PMO Supervisor and is responsible for the agency\'s largest and highest priority initiatives spanning the enterprise, impacting multiple interfacing agencies and costing multi-millions to implement. This position collaborates with agency leadership, business stakeholders, internal and external IT groups, external parties, and with the Strategic Investments Office (SIO) and the IT division to provide high value products in support of L&I goals. This position is responsible for all aspects of their assigned IT projects over the entire project lifecycle (initiation, planning, execution, control and closure) and the Software Development Life Cycle (SDLC). The IT Project Manager Senior will establish scope and work plans while overseeing matrixed or contracted technical staff. They will track and manage risks and issues, report project status to senior management and customer groups, and facilitate the identification and definition of business and technical requirements. The IT Project Manager Senior coordinates product and service releases, identifying potential technical gaps, risks and benefits for technical improvements to IT driven products. Responsibilities
Perform Project Initiation Processes, including: Develop the Project Statement; establish the Scope for the project; define the Project Organization structure; describe the Project Approach; document Project Assumptions and Constraints; define the Performance Measures; describe the Project Acceptance process; provide technical and organizational guidance. Perform Project Planning Processes, including: work with IT Division leadership; develop the Project Management Plan, which can be made up of a series of subsidiary management plans. Perform Project Execution, Monitoring, and Controlling Processes, including: direct and manage project work; provide management in schedule, scope, budget, issue and risk management; perform integrated change control; balance competing demands and priorities for resources; manage stakeholder engagement; acquire, develop, and manage the project team; conduct procurements; apply quality management techniques to ensure products meet customer requirements and expectations; identify and participate in development of new agency policies related to systems using new technology. Perform Project Closure Processes; contribute to Organizational Project Management Maturity by working with IT Division leadership and directly with the CIO. Qualifications
Required A Bachelor’s degree or higher in Information Technology or a closely aligned field AND five (5) years of recent professional IT Project Management experience OR An associate’s degree or higher in Information Technology or a closely aligned field AND seven (7) years of recent professional IT Project Management experience OR Nine (9) years of recent professional IT Project Management experience Equivalent experience may substitute education year for year. Note :
Required experience above must include a minimum of five (5) years of experience with each of the following: Progressive experience at the Enterprise level, providing strategic planning, policy development and technical project management including software development project implementations. Project Management experience, fluent in project management methodology and practices in application development or other IT areas. Preferred
Professional level certification as a Project Manager or other IT-related discipline (example: PMP). Certification in LEAN and/or Agile methodologies. Certification in Change Management. One year of experience deploying Commercial Off The Shelf (COTS) products as technology solutions within an IT division of a similarly sized organization. Experience at a professional specialist level performing organizational leadership and technical consultation to design, develop and implement mission-critical, agency-wide, complex applications or systems. Knowledge and experience communicating technical issues to business areas, facilitating meetings, and performing business systems analysis; experience working in a team environment of application development.
