Overview
JOB TITLE: Director of Finance
FLSA DESIGNATION: Exempt
OCCUPATIONAL CATEGORY: Official / Administrator
Objective Provides administrative direction and supervision of municipal, financial, and accounting activities, budget preparation, cash management, purchasing, utility billing, and debt management. Directs, supervises, and coordinates the City's municipal functions of Finance, Accounting, and Court operations in accordance with established policies, practices, and procedures. Prepares and manages the Finance Department budget and oversees the coordination and administration of the entire City budget. Serves as the City's alternate Investment Officer. Responsible for the selection, training, evaluation, and dismissal of all personnel supervised. Provides and supervises all other administrative services as assigned. Administers all financial affairs of the City in such a manner as to ensure accurate overall financial records and prompt payment of bills for services or goods received.
Organizational Relationships
REPORTS TO: City Manager
DIRECTS: Utility Clerk, Finance Clerk, Accounts Payable Clerk, Accounting Supervisor, Senior Accountant, Municipal Clerk, Deputy Municipal Clerk, and Juvenile Case Manager.
General Responsibilities
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws, including supervision of one or more full-time individuals, involvement in recruitment and selection, performance appraisals, disciplinary measures, and assisting with hiring and termination processes.
Supervises direct reports through coaching, interviewing, hiring, and training; plans, assigns, and directs work; appraises performance; rewards and disciplines employees; addresses complaints; and resolves problems.
Works closely with the City Manager; interacts with City department heads, banks, outside accounting/auditing personnel, and the public. Interfaces with City Council, Auditor, Insurance Representatives, customers, Financial Advisor, Bond Counsel, PID Administrator, and other entities; serves on standing and ad hoc City committees.
Performance evaluation and compensation are determined by the City Manager.
General Statement Of Duties This is a Director's position involving supervision and management of the City's financial matters and relations with officials, organizations, and the public on financial issues. Duties include:
Management of ad valorem taxes and other taxes/assessments, including billing, collection, and reporting; manage related contracts.
Supervise accounts payable, general ledger, budgeting functions, and annual audit coordination/production of required financial records.
Manage investment of funds, bank relations, and investment portfolio.
Manage Refuse Collection Franchise Agreement and interact with contractor representatives.
Collaborate with departments to manage budgets and projects.
Oversee grant management, reporting, and retention of related records.
Manage City purchasing and fixed asset inventory, ensuring compliance with state purchasing laws and policy development.
Monitor operating and capital improvement budgets, bond projects, and repayments for compliance with council appropriations.
Plan, organize, coordinate, compile, and publish the annual city budget; work on budget improvements for user-friendliness and transparency.
Prepare and present quarterly financial reports to the City Council and City management.
Assist outside auditors in the annual audit process.
Research, analyze, and recommend financial policy and council legislation related to financial management and accounting.
Attend City Council meetings and assist the City Manager in executing council actions.
Plan, manage, and assist the City Manager on special projects.
Serve as Investment Officer, managing and overseeing City investments in accordance with adopted policies.
Recommend the selection, training, assignment, evaluation, compensation, and dismissal of assigned personnel; supervise training and work performance.
Perform other duties as assigned by the City Manager.
Physical & Environmental Conditions Lifts and carries up to 10 pounds; pulls, pushes, or drags up to 20 pounds of materials; stands or sits for extended periods. Works mostly indoors but may work outdoors briefly in extreme temperatures. Requires use of sight, hearing, and manual dexterity to perform duties.
Required Knowledge, Skills, Abilities, Training
Ability to apply fractions, percentages, ratios, and proportions to practical problems.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Management skills including delegation, problem-solving, decision-making, leadership, human relations, and diplomacy.
Ability to present information to top management, public groups, and boards of directors.
Ability to establish and maintain effective working relationships.
Ability to evaluate financial data and make recommendations.
Ability to respond to City Council issues and concerns.
Ability to interpret complex technical instructions and data.
Knowledge of federal and state financial reporting laws and regulations; internal control concepts; treasury and debt management.
Knowledge of municipal administration, budgeting, GAAP, forecasting, and financial reporting practices.
Knowledge of risk management concepts and Microsoft Office, including Word and Excel, and accounting software.
Minimum Training, Education, And Experience Required
Eight years of progressively responsible experience in financial management or accounting, including budgeting and financial control (four years with a bachelor's degree); or a master's degree from a university; or equivalent combination of education and experience.
Experience as a Finance Manager/Director.
Bachelor's degree in Business Administration, Accounting, Finance, or a related field.
Applicable valid Texas motor vehicle operator's license.
Preferred Training, Education, Experience, Certifications & Licenses
Certified Public Accountant (CPA) preferred
Government Finance Officers Association (GFOA) membership and participation preferred
Certified Government Finance Officer preferred
Salary: $128,350 - $184,773 per year
