Overview

As the Engineer Lead (Electromagnetic Compatibility), you will be on a dynamic team providing technical and programmatic support to the Technical Directorate for the VIRGINIA Class Submarine Program (PMS450) and the U.S. Navy's Team Submarine Program Offices at the Washington Navy Yard in Washington, DC. PMS450 is the acquisition program office for the New Construction of Attack Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation, Live Fire Test and Evaluation, and Fleet introduction of the U.S. Navy\'s newest class of nuclear attack submarines. VIRGINIA Class submarines support five core maritime capabilities: Deterrence, Maritime Security, Sea Control, Forward Presence, and Power Projection. Responsibilities
Be the SIT Lead for electrical grounding and impressed current systems including EMIC, CKT-D and ICCP. Analyze electromagnetic coupling and potential electromagnetic interference (EMI) problems on submarine systems, EMC testing, determine EMI test requirements for system procurement specifications, and shipboard system testing/troubleshooting. Develop and implement Electrostatic Discharge (ESD) requirements and evaluate potentially damaged equipment, and deckplate support for ESD issues/concerns. Using whole-ship analysis and modeling, research sensor systems, and support development of systems and methods that reduce Underwater Electromagnetics (UEM) signature. Conduct research, development, test, and integration of custom embedded systems and special communications capabilities. Contribute to the development of rapid engineering solutions to emergent non-conventional threats, turning high-level requirements into engineering designs that integrate microelectronics with novel fabrication techniques. Complete the design and development of electrical circuits with minimal oversight and guidance. Perform analog/digital circuit design, embedded microcontroller design, and compact antenna design and integration. Perform modeling of circuits, schematic capture, PCB layout, and circuit assembly/fabrication techniques. Develop coding to enable electronic designs. Present technical status and decisions during design reviews. Support integration and testing of developed products to ensure reliable functionality. Participate and lead developmental and verification testing, including extensive electromagnetic and environmental testing to enable rapid response to emergent Navy requirements. Work with Project Leads to analyze and refine requirements, perform alternative solutions by research and investigation, and identify technical risks. Develop documentation of design solutions and adhere to established configuration management processes. Support Preliminary Design Reviews, Critical Design Reviews; EMC analyses (analytical and numerical), E3 Test Readiness Reviews and witness E3 tests. Support design engineers with consultation and review of electronic circuitry, bonding, grounding and cable designs for EMC compliance. Support projects in new modeling and simulation techniques for design and testing hardware. Support design engineers in bench-top lab EMI assessments/Evaluations. Develop correlation equations to estimate pass/fail criteria in onsite EMI chambers. Consider EMC/EMI from a system perspective early in a project, including risk analysis and recommendations for design changes. Educate personnel via training, team talks, and online resources to prevent future spillages and recommend policy or procedural changes as needed. Qualifications
To be successful in this role, you will have: An active or current DoD Secret clearance. US Citizenship. Bachelor\'s of Science Degree in Electrical Engineering, Computer Engineering, Mechanical Engineering, Physics or related field. An Associate\'s Degree with 2 years of additional experience or a High School Diploma/GED with 4 years of additional experience will be considered in lieu of a Bachelor\'s Degree. 10 years of related/similar experience in electromagnetic/electrical. Experience with space, military or commercial EMI/EMC design, test planning, execution and mitigation. Knowledge of EMI/EMC compliance design and testing per MIL-STD-461 for system and sub-system levels. Experience working in a multi-disciplinary team among systems engineers, electrical/electronics engineers, acquisition professionals, and logistics/sustainment professionals. General knowledge of EMI/EMC laboratory test equipment (e.g., Spectrum Analyzers, RF Amplifiers, Signal Generators, EMI Receivers, Antennas, Directional Couplers, Power Meters) and test hardware (oscilloscopes, multi-meters, logic analyzers, function generators, power supplies, etc.). Ability to facilitate and coordinate efforts with government and non-government stakeholders; work with minimal supervision. Strong quantitative, analytical and conceptual thinking; able to work in time-sensitive environments. Mentorship ability, teamwork, and capacity-building for junior team members; flexible with job scope and schedules. Ability to interact with senior management on complex technical issues; works well in team or independent settings with multiple deadlines. Travel up to 10% of the time; some travel outside the DC area may be required. Additional desired experience and skills

Hands-on EMI testing experience with DoD or commercial environments; familiarity with oscilloscope, spectrum analyzers, function generators, and other test equipment. Evaluate and recommend materials, components, and design modifications to improve EMC/EMI based on analysis and testing results. Collaborate with design/development teams to integrate EMC/EMI considerations into product designs. Electrostatic discharge analysis/evaluation/testing/program management. Ship/submarine signatures knowledge. EMC/ESD experience with MIL-STD-461, DOD-STD-1399, NAVSEA S9407-AB-HBK-010, ANSI/ESD S20.20, IEC 61000-4-2, MIL-STD-1686. MATLAB, Opera 3D (or similar), LabVIEW, SPICE-based simulation, Visual Studio, Teamcenter familiarity. Experience in DoD/DoN environments and submarine programs; Navy acquisition experience and program management knowledge.
