Overview

Performs complex professional work preparing journal entries, conducting monthly accounting system closings, preparing financial reports, ensuring adherence to internal controls and best practices, and related work as apparent or assigned. Work is performed under the supervision of the Accounting Manager.

Essential Functions

  • Provides Town accounting analysis, including in the preparation, processing, and review and analysis of routine and non-routine general ledger and subledger journal entries and reconciliations.
  • Maintains monthly, quarterly, and annual reconciliation of various balance sheet, revenue, and expenditure accounts.
  • Maintains current and accurate general ledger; analyzes account activity for the nature and accuracy of transactions.
  • Manages fixed asset records including reporting, inventory, purchase, disposal, depreciation, intangibles, etc. utilizing accounting software, and ensuring compliance with GASB requirements.
  • Performs month-end and annual accounting system closings; reviews monthly trial balance and balance sheet; prepares payroll and government accounting reports; distributes monthly departmental reports.
  • Assists with coordination of annual independent external audit; internal audits and reviews; prepares various financial schedules, notes and statements for Annual Comprehensive Financial Report, Popular Annual Financial Report, Annual Financial Information Report, Single Audit, and other related engagements.
  • Reconciles various bank accounts to general ledger; billings for various Town services and fees; fleet maintenance inventory records; and performs physical inventory audits.
  • Assists with year-end preparation, including accounting system fiscal year roll; and other complex, technical issues related to financial transactions and accounting entries.
  • Reviews and makes recommendation to Accounting Manager on implementation of internal controls and best practices.
  • Researches new and emerging accounting pronouncements and develops plan for implementation.
  • Prepares positive pay and funds transfers files, monitors exceptions and ensures data integrity, and coordinates file transmission with financial institution; ompletes sales and use tax filings; completes annual application for refund of sales taxes paid.
  • Enters, reconciles, and posts daily tax revenues; monthly sales tax revenues and quarterly intergovernmental revenues; collects and enters loan payments.
  • Assist with electronic payment processing; and verifies payroll processed data for accuracy.
  • Assists with various finance related projects as assigned.

Required Education and Experience

Bachelor's degree with coursework in accounting, or related field and three (3) years' experience with general ledger management, control and maintenance; public financial management; governmental accounting and auditing, including accounts payable, accounts receivable, payroll, revenue and expenses, or equivalent combination of education and experience.

Preferred Qualifications

Five (5) years of experience in municipal or other public finance role. Five (5) years of experience in accounting role. One (1) year of experience with Tyler Technologies Enterprise ERP/Munis, or other financial system. Thorough knowledge of the principles and practices of accounting as applied to municipal government; thorough knowledge of modern office practices and use of standard office and accounting equipment; thorough knowledge of audit practices; ability to prepare complex financial reports; ability to analyze and evaluate complex financial systems; ability to communicate technical ideas effectively both orally and in writing; ability to establish and maintain effective working relationships with associates.
