Summary Statement
The Department of Agriculture is seeking an Environmental Program Manager II for the Nutrient Management Section. The position is responsible for managing Nutrient Management Cost Share Programs and overseeing field staff performing field inspections. The Nutrient Management Program manages two cost share programs: manure transportation and nutrient management planning. It uses a cloud database to track all activities. This position will be required to attain and maintain First State Financial (FSF) credentials and a Nutrient Management Consultant certification. The role will oversee 2-3 full‑time field staff and manage the analysis of records of manure, fertilizer and other soil amendments to compare with professional nutrient plans. Field visits will be necessary, including visual inspection of animal agriculture and nutrient storage. The program is guided by a Commission of appointees.
Essential Functions
Plans, coordinates and oversees program implementation.
Provides technical direction and oversight for subordinates.
Recommends and drafts laws, rules and regulations applicable to assigned program areas.
Drafts grant applications and budget proposals; may participate in other specialized fiscal activities.
Manages staff personnel matters such as training, performance evaluation, hiring interviews, and making hiring recommendations.
Plans, coordinates and conducts meetings and workshops with other agencies and the private sector.
Job Requirements
Possession of a Bachelor’s degree or higher in Biology, Chemistry, Geology, Physics, Engineering, Environmental Science or a related field.
Six months experience in environmental/natural resources program administration, including overseeing and directing development, implementation and evaluation of programs; establishing objectives; planning short and long‑range goals; developing policies and procedures; ensuring compliance and funding requirements.
Three years experience in analyzing and evaluating data.
Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
Six months experience in staff supervision, including planning, assigning, reviewing and evaluating the work of others.
