Facility Construction Project Manager III (Capital Project Manager III) The City of Portland is hiring a Facility Construction Project Manager III (Capital Project Manager III) to lead multi‑phase capital projects for city‑owned facilities, valued over $1 billion.

Position Summary The Bureau of Fleet & Facilities seeks two highly skilled Managers to oversee the initiation, implementation, completion, and control of large capital projects. The role requires collaboration with internal teams and stakeholders to ensure successful planning, design, and construction of City‑owned facilities.

Responsibilities

Manage large‑scale vertical construction projects, including buildings, facilities, and interior improvements.

Lead and develop detailed project plans; coordinate staff, contractors, and other resources.

Define and develop project scope and requirements; consult with stakeholders and research regulations.

Prepare and review design and construction cost estimates; inspect project work to ensure compliance with laws and policies.

Manage procurement of construction and design contractors; develop bid solicitations and attend pre‑construction conferences.

Oversee contracts with contractors and consultants; conduct site visits; negotiate change orders; process payments; monitor compliance.

Serve as fiscal steward of City funds; manage small to large project budgets effectively.

Provide professional and technical advice to City bureaus and offices.

Collaborate with engineering, architects, operations, and maintenance staff on broader capital projects.

Ideal Candidate

Experience managing vertical construction, tenant improvements, and large‑scale office moves with budgets ranging from $10 k to $10 m+.

Proficiency in construction project management principles: cost estimation, scheduling, budgeting, contract management, and document review.

Strong organizational, prioritization, and multitasking skills.

Ability to communicate professionally with high‑profile stakeholders.

Knowledge of construction codes, regulations, and public procurement practices.

Experience using CMMS, Microsoft Project, SmartSheets, AutoCAD, Revit, BIM, Bluebeam.

Bachelor’s degree or professional certification in engineering, architecture, project management, or related field.

Professional certification (PMP, LEED AP, WELL, etc.) is a plus.

Minimum Qualifications The position requires the following minimum qualifications:

Experience managing large‑scale vertical capital construction projects, tenant improvements, and office moves with budgets typically ranging from $10,000 to $10 million+.

Experience applying construction project management principles, including cost estimation, scheduling, budgeting, contract management, and document review.

Ability to communicate and make sound recommendations with diverse high‑profile stakeholders.

Experience ensuring compliance with federal, state, and local laws, codes, and regulations related to building construction, occupancy, permitting, contract management, and public procurement.

Ability to prioritize and manage multiple concurrent projects of varying complexity, cost, and scope.

Experience using construction and design management software (CMMS, Microsoft Project, SmartSheets, AutoCAD, Revit, BIM, Bluebeam).

Additional Requirements

Possess a valid state driver’s license with an acceptable driving record at the time of hire.

Pass a Portland Police Level I background check.
