This is a full-time, office-based position based in Salem, Oregon.
The selected candidate will join a team focused on recruiting a diverse applicant pool for large municipal and industrial projects recently awarded.
Essential Functions
- Source and recruit a diverse pool of applicants using digital networks, print and electronic advertising, career fairs, networking, cold calling, college and university programs, community agencies, workforce centers, professional associations, employee referral programs, and search firms to build talent pipelines.
- Develop and implement targeted recruitment plans for openings with unique requirements or multiple openings for the same position, clearly defining sourcing tactics, service, performance criteria, and timelines, and collaborating with the hiring team to ensure a seamless workflow.
- Own full life-cycle recruiting for each posting, including partnering with the hiring manager on requirements, posting duration and verbiage, sourcing tactics, coordinating assessments, offers, and the selection process; deliver candidates within the established timeline.
- Partner with hiring managers to ensure accurate job requirements and expectations; place and refresh recruiting ads to optimize candidate flow.
- Build and maintain strong relationships with candidates and hiring managers to meet project recruitment needs.
- Maintain open communication with internal customers to understand staffing needs and provide ongoing service to hiring managers and candidates.
- Utilize behavioral interviews and validated assessment tools to screen and identify qualified candidates, presenting them to the hiring manager for consideration and assisting in final selections.
- Leverage technology (ATS) and professional networks (e.g., LinkedIn, Indeed, resume databases, job boards) to attract, identify, contact, interview, and screen candidates.
- Craft recruiting communications and promote a consistent company brand to candidates and applicants.
- Coordinate and expedite interviews and circulate candidate feedback promptly.
- Focus on the recruitment experience of stakeholders and ensure timely candidate review and communications to both candidates and hiring managers.
- Develop and maintain relationships with universities, professional associations, LinkedIn groups, and other sources to generate qualified applicants.
- Schedule and attend relevant career fairs.
Basic Qualifications
- Prior experience recruiting construction candidates, ideally in heavy civil, mechanical, electrical, and/or water/wastewater sectors.
- Minimum of four (4) years of recruiting experience with a proven track record of sourcing hard-to-find passive candidates.
- Experience with electronic applicant tracking systems (ATS) and MS Office Suite; familiarity with internet recruiting.
- Creative sourcing methods including internet sourcing, Boolean searches, referral management, and passive candidate outreach.
- Knowledge of HR evaluation methods, policies, and procedures, including EEO and OFCCP compliance.
- Excellent verbal and written communication and customer service skills.
- Ability to conduct phone interviews and take detailed notes for the hiring team; ability to discuss career opportunities with potential candidates.
- Experience using social media to network, advertise, and engage candidates.
- Ability to develop rapport and manage relationships with candidates and hiring managers.
- Creative thinking and ability to leverage technology to connect with passive candidates.
- Flexibility to occasionally work outside normal business hours for interviews and candidate communication.
- Experience with surge recruiting is a plus.
