ECS is hiring: Cybersecurity Program Manager in Portland

Overview ECS is seeking a Cybersecurity Program Manager to lead and oversee enterprise cybersecurity programs within the federal energy sector, ensuring alignment with Information Security Continuous Monitoring (ISCM) and Continuous Diagnostics and Mitigation (CDM) frameworks. This role is hybrid in Portland, OR, requiring on-site support 2-3 days per week. Responsibilities Lead program management of cybersecurity initiatives aligned with ISCM and CDM requirements Ensure compliance with federal frameworks including NIST RMF, FISMA, and NIST 800-53 Provide program oversight on budgets, schedules, resources, and contractual deliverables Engage with stakeholders across the federal energy enterprise to drive program success Monitor and report on program performance metrics, risks, and mitigation actions Facilitate audit readiness, governance, and compliance reporting Required Skills / Qualifications U.S. Citizenship with ability to obtain and maintain a DOE “L” clearance after start Strong knowledge of NIST RMF and ISCM Proven experience managing federal cybersecurity programs Experience with compliance and audit readiness in regulated environments Excellent communication and stakeholder engagement skills Ability to lead cross-functional teams and manage competing priorities 7+ years of program management experience in federal cybersecurity 10+ years preferred with progressive responsibility in large-scale programs Bachelor’s degree in Cybersecurity, Information Technology, or related field, or equivalent experience Desired Skills Familiarity with CDM tools and DHS cybersecurity initiatives Experience with enterprise-level cybersecurity operations or architecture Knowledge of cloud security and Zero Trust principles PMP, CISSP, CISM or CGRC (CAP) certification Active DOE “L” clearance or DoD Secret clearance ECS is an equal opportunity employer and does not discriminate or allow discrimination on the basis of protected characteristics.
