POSITION SUMMARY The Director of Finance Operations (DFO) is an executive level position that oversees the day-to-day operations for the Finance Division which includes accounting, facilities management, information technology, grants management, business office, and purchasing/inventory functions at the Urban Indian Center of Salt Lake (UICSL). Reporting to the Executive Director, the DFO is a competent supervisor who demonstrates proficiency in implementing, maintaining, and monitoring non-profit budget and accounting systems (including capital and operational expenditures and tax compliance); developing and maintaining sound fiscal policies and processes (e.g. internal controls); ensuring transparent grant and federal award compliance including federal financial reporting (FFR); aligning finance strategies and departmental functions with organizational goals; ensuring necessarily business elements are renewed as necessary (e.g., business licenses, indirect cost rate agreements, grant and federal database registrations, etc.), ensuring efficient revenue cycle and collection processes; providing timely submissions for monthly, quarterly and annual reporting processes (including financial statement and annual audit coordination); and developing and overseeing centralized processes for procurement and inventory management for the entire organization. In providing leadership that enables departmental accountability for sound financial planning, revenue enhancement and asset management, the DFO ensures that the UICSL benefits from a healthy financial position and improves the confidence of our grantors, community, vendors, and potential investors. ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES Plan and assess, organize, direct, and monitor the financial operations of the Urban Indian Center of Salt Lake (UICSL) including all accounting, finance, business cycle, grant management and procurement & inventory functions in accordance with applicable regulations and generally accepted accounting principles (GAAP). Oversee, guide, and evaluate all employees in the Finance Division according to UICSL policies & procedures and applicable law including but not limited to elements of recruitment, retention, and workforce planning (e.g., position management and budgeting); employee relations; leave approval, payroll, and timecard monitoring; and performance management, evaluation & improvement. Establish, review, implement, and educate UICSL staff on policies, procedures, and adequate internal controls for accounting transactions, grant monitoring and FFR compliance, budget preparation & maintenance, and acquisition & inventory control as required. Ensure the timely preparation, development, and submission of monthly, quarterly, and/or annual business activity reports & financial statements to the Board of Directors; to the Indian Health Service (IHS) or other federal and state entities; and to any other entity as required by law, agreement, or executive request. Manage and comply with local, state, and federal government tax submission and reporting requirements as required for a 501(c)(3) non-profit entity. Serve as the primary point of contact for UICSL’s annual financial audit, annual grant reporting and annual corporate report development processes, submitting documents and responding to requests for information as required. Guide the annual budget development process for all UICSL supervisors and directors including prior year review, division and departmental forecasting, capital budget planning and operational alignment. Develops relationships while representing UICSL in a variety of functions and/or forums; serves as a collaborative partner with UICSL Leadership; and serves as an active member to various internal and external groups or committees assigned. Works closely with other Executive Leadership and Organizational Management to identify operational risks and performance improvement opportunities to enhance division quality through workforce planning, redesign, equipment acquisition, and/or business process improvements. Serve as project manager as required for assignment and/or initiatives within the Finance Division or as assigned by the Executive Director. Other duties as assigned and agreed to with the Executive Director. MINIMUM QUALIFICATIONS Education: Bachelor’s degree in accounting, Finance, Business Administration, or a related field Experience: 3-5 years of supervisory/management experience in a finance/accounting role; or A combination of education and experience equivalent to 4-6 years of supervisory/ management experience in a finance/accounting role; Other: a) Proficient in federal contracting & grant management/compliance functions b) Proficient in non-profit accounting and reporting PREFERRED QUALIFICATIONS Education: Master’s degree in accounting, Finance, Business Administration, or a related field Experience: 5+ years of supervisory/management experience in a finance/accounting role Certification/Licensure: a) Certified Public Accountant (CPA) Other: b) Proficient in acquisition and inventory control systems Seniority level
