Job Description

The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).

The Director of Design, Policy and Guidance, based in TPM’s Design and Construction (D&C) unit, will manage infrastructure development aspects, including researching and developing design, quality, and safety standards across projects. They will evolve the agency’s geometric design policy, provide guidance, support, and innovative options for the NYC Street Design Manual (SDM). The role involves working on special projects beyond current design guidelines, such as shared streets, cycling boulevards, woonerfs, plaza designs, transit-ways, modal filters, traffic diverters, and contra-flow facilities. The candidate should have experience in multi-modal transportation design and conduct training sessions for DOT staff on urban design guidance. The Director will collaborate across TPM units to foster a safer, more efficient transportation network for NYC residents.

Preferred Skills

Proficiency in interpreting and implementing engineering standards and regulations, with a strong understanding of industry best practices.

Experience managing complex technical documentation systems and processes, ensuring accuracy, accessibility, and compliance.

Familiarity with urban design principles and practices, especially in transportation infrastructure and streetscape design.

Expertise in pavement marking standards and practices, including materials, application, and maintenance.

Proven ability to conduct effective training sessions and workshops, communicating technical concepts clearly to diverse audiences.

Strong project management skills, including prioritizing tasks, managing timelines, and coordinating resources.

Experience collaborating with multidisciplinary teams to develop integrated infrastructure solutions.

Knowledge of emerging trends and technologies in transportation engineering, focusing on sustainability, resilience, and equity.

Excellent communication and interpersonal skills to build relationships, negotiate, and advocate for solutions.

Additional Information

Note: Less than 2 years City Service - New Hire Rate: $62,407; 2 or more years City service - Minimum Incumbent Rate: $71,768.

This position is eligible for remote work up to 2 days per week under the Remote Work Pilot Program with DC37.

ADM CITY PLANNER (NON MGRL) - 1005A

Minimum Qualifications

A baccalaureate degree from an accredited college and four years of full-time city planning experience, including at least 18 months in a managerial capacity; or

Equivalent education and experience, with a baccalaureate degree and 18 months managerial experience in city planning. Graduate work for an advanced degree or law degree may substitute for up to two years of experience.

Preferred Skills

Proficiency in interpreting and implementing engineering standards and regulations.

Experience managing technical documentation systems.

Familiarity with urban design principles, especially transportation infrastructure and streetscape design.

Expertise in pavement marking standards, materials, and maintenance.
