Research Analyst / Evaluation Specialist

to provide technical leadership, support on complex, multi-country evaluations and monitoring, evaluation, and learning (MEL) projects, and grow our portfolio. The ideal candidate brings over 10 years of experience in managing development evaluations in sectors such as infrastructure, economic growth, and development finance, with strong familiarity working across U.S. Government (USG) agencies including Development Finance Corporation (DFC).Department of State (DOS), and Department of Defense (DOD). This individual will lead or support MEL framework development, data analysis, stakeholder engagement, and technical delivery of evaluations and assessments. The candidate must possess technical expertise in mixed-methods research, solution architecture, and Theory of Change (ToC) reconstruction, with the ability to identify client pain points and deliver tailored solutions. The successful candidate will also contribute to business development efforts in the MEL/CLA Practice Area and across Q2Impact’s markets. This position provides the opportunity to work with a dynamic team in supporting government clients across the "Three Ds": Diplomacy, Development, and Defense, and contribute to the company’s thought leadership in MEL, evaluation ethics, safeguards, and global learning. RESPONSIBILITIES Technical & Evaluation Work Lead and support the design and implementation of complex, multi-country evaluations, particularly in infrastructure, development finance, and economic growth. Design and execute mixed-methods evaluations that incorporate both qualitative and quantitative data collection and analysis. Support evaluation leads and technical teams in evaluation protocol design, data quality assurance, and the creation of high-quality deliverables (e.g., reports, case studies, learning briefs). Reconstruct Theories of Change and Results Frameworks; develop logic models, evaluation designs, and data collection instruments. Apply environmental and social safeguards and evaluation ethics, ensuring best practices and standards are maintained across all work. Contribute to the preparation of Monitoring, Evaluation, and Learning (MEL) plans, Performance Management Plans (PMPs), and related deliverables. Provide data visualization expertise using software such as Tableau, Power BI, and NVivo to support decision-making and knowledge dissemination. Collaborate with the DFC Economic Growth team on MEL design, client engagement, and learning initiatives. Client Engagement & Project Management Serve as the primary point of contact for clients; meet regularly with them to discuss progress, gather feedback, and propose solutions. Identify client pain points and design responsive and innovative solutions; support solution architecture and technical strategy and on contract growth efforts. Manage multiple project components across regions, ensuring timeliness, quality, and alignment with client goals and USG policy requirements. Coordinate with internal teams on work planning, operations, budgeting, and technical implementation. Maintain strong working relationships with stakeholders, including USG counterparts, host-country officials, private sector actors, and civil society representatives. Business Development Lead or support MEL components of proposal development, including writing technical sections, constructing ToCs, and outlining evaluation strategies. Contribute to capture and pipeline tracking, competitor analysis, and development of past performance references and staff matrices. Provide technical input to proposals related to infrastructure, finance, governance, and economic growth projects, particularly with USAID and DFC clients. Participate in marketing and outreach efforts, helping Q2Impact grow its presence in the evaluation space. Own client relationships to identify growth opportunities early in the growth cycle Author and present high-impact deliverables—reports, learning briefs, case studies—tailored to diverse audiences within and beyond government. QUALIFICATIONS Required: Master’s or PhD in International Development, Public Policy, Economics, Evaluation, or a related field. Minimum of 10 years of professional experience, including managing large-scale, multi-country evaluations with cross-functional teams. Experience working with USAID, DOD, DOS, and/or DFC, including a solid understanding of USAID’s CDCS, CLA framework, and MEL standards. Expertise in infrastructure and economic growth evaluation, particularly within the context of development finance and low- and middle-income countries. Demonstrated ability to apply mixed methods (qualitative and quantitative) in evaluations. Proven track record in developing or reconstructing Theories of Change and evaluation protocols. Strong skills in data analysis and data visualization tools (e.g., Power BI, Tableau, NVivo, Excel). Excellent writing skills and ability to lead the development of high-quality deliverables, including technical reports, case studies, and learning briefs. Deep knowledge of evaluation ethics, environmental/social safeguards, and participatory evaluation practices. Strong stakeholder engagement skills, with experience engaging with clients, communities, and implementing partners. Preferred: Prior work with DFC Economic Growth or private-sector engagement in development. Experience in solution architecture and technical strategy development. Demonstrated success with on-contract growth and sales Demonstrated success with the federal sales cycle and capture, including proposal development Knowledge of additional languages (especially French, Spanish, or Arabic) is a plus. REPORTING REQUIREMENTS This position reports to the DOD and DOS Practice Lead and will collaborate closely with the MEL/CLA Practice Area, Q2IMPACT’s Market Teams, and client-facing teams.
