About The Role The Virginia Department of Transportation (VDOT) Information Technology Division (ITD) is seeking a Senior Systems Engineer with GIS experience to provide expert-level systems administration and technical support. The role focuses on Windows Server management, ArcGIS systems, and infrastructure optimization for high-availability environments.

Key Responsibilities

Administer Windows Server 2008/2012/2016/2019 environments, including Active Directory, Group Policies, Firewall Configuration, and SSL Certificate management

Manage and optimize network components such as firewalls, NAT rules, load balancing, and IP configurations

Support ArcGIS Server, ArcGIS Workflow Manager Server (v10.5.1–10.9.1+), and Portal for ArcGIS environments

Install and configure ArcGIS Web Adaptors and manage shared configuration stores

Manage ArcGIS License Manager, ArcGIS Desktop (ArcCatalog, ArcMap), and deploy GIS-related files (MXD, SD, SDE, AGS, JTC)

Troubleshoot and optimize IIS and Tomcat environments for ArcGIS Server

Perform server upgrades, patching, and performance monitoring

Utilize monitoring tools such as SCCM, SCOM, or Nagios to ensure system uptime and availability

Provide system architecture support, performance tuning, and troubleshooting for .NET and other VDOT applications

Lead complex system engineering projects and coordinate with cross-functional teams

Participate in after-hours and on-call rotations as required

Preferred Technical Skills

Strong knowledge of Windows Server administration and networking fundamentals

Experience with ArcGIS Enterprise suite (Server, Portal, Workflow Manager, Web Adaptors)

Familiarity with Python, JSON, and browser developer tools

Knowledge of web/app server operations, including clustering, failover, and diagnostics

Hands-on experience with monitoring tools and automation scripting
