Position Overview
The Vice President of Entitlements serves as a senior leadership team member responsible for managing and guiding all land entitlement activities necessary for the successful acquisition, permitting, and development of residential communities. This role ensures that all new projects move efficiently through governmental and regulatory approval processes in accordance with the company’s objectives and market strategy. The VP of Entitlements acts as a primary liaison between the company, public agencies, local communities, utilities, and other stakeholders.
Key Responsibilities
Oversee the entire entitlement process for new land and community developments, including zoning, platting, permitting, and regulatory approvals.
Develop and manage relationships with city, county, and state governmental agencies, consultants, legal counsel, and community stakeholders.
Lead due diligence activities to identify potential entitlement risks, constraints, and opportunities on new acquisitions.
Negotiate, draft, and secure development agreements, impact fee credits, and related public infrastructure requirements.
Work closely with the land acquisition, development, construction, and sales teams to ensure project schedules align with entitlement and permitting timelines.
Manage and mentor a team of entitlement managers, planners, and consultants.
Oversee preparation, submission, and tracking of land use, zoning, site plan, and permit applications.
Monitor changes in local, state, and federal regulations affecting residential construction and proactively advise company leadership on potential impacts.
Present projects at public hearings, planning commission meetings, and neighborhood outreach events as the company’s representative.
Prepare and manage annual entitlement budgets; participate in business planning and project feasibility studies.
Ensure compliance with all regulatory and reporting requirements related to land development.
Qualifications
Bachelor’s degree in Urban Planning, Real Estate, Civil Engineering, Public Administration, or related field (Master’s preferred).
Minimum 8-10 years of progressive experience in residential land entitlement, permitting, and development, preferably with a production or regional homebuilder.
Deep knowledge of Tampa metropolitan area, Hillsborough County, and adjacent markets’ development policies and entitlement processes.
Extensive understanding of Florida land use laws, zoning regulations, and environmental permitting.
Strong negotiation, public speaking, and presentation skills.
Proven ability to manage multiple complex projects simultaneously, delivering on schedule and within budget.
Demonstrated leadership and team-building capabilities.
Proficiency in Microsoft Office; experience with GIS, AutoCAD, or entitlement management software a plus.
