This position is responsible for supporting the organization, coordination, and execution of all functions within the Finance Department. Key responsibilities include processing subsidiary ledger transactions, reconciling general ledger accounts, preparing and distributing property tax bills, assisting with audit preparation, issuing municipal licenses, administering voter registration, coordinating election activities, and maintaining official City records. Under the general supervision of the Finance Director, and in compliance with all applicable laws and statutes of the State of Wisconsin, as well as the policies of the City of Watertown, the Deputy Treasurer/Clerk performs a broad range of clerical, financial, and administrative support functions within the Finance Department. This position may assume the duties of the Finance Director or City Clerk in their absence, as delegated. Unless temporarily assigned, this position does not carry supervisory responsibilities.

Qualifications

Bachelor's degree in Finance, Accounting, Public Administration, Business Administration, or a related field

Experience in municipal finance or public administration is a plus

Thorough understanding of internal controls and financial reporting principles, methods, and techniques

Proficiency in Microsoft Office applications, particularly Outlook, Word, and Excel (intermediate level), as well as accounting and payroll software

Strong knowledge of governmental fund accounting

Working knowledge of Wisconsin election laws and voter registration procedures

Skilled in preparing and maintaining accurate records and documents, compiling and analyzing complex financial data, and preparing comprehensive and accurate reports

Ability to assess situations critically, solve problems, and maintain attention to detail under pressure and within deadlines

Ability to understand and follow complex oral and written instructions, prioritize assignments, and work independently
