The Opportunity WSDOT is currently seeking a Design‑Build Site Manager to support the Fife Project Engineering Office Project Engineer. This position assumes limited authority of the Project Engineer when absent and provides leadership, management, and oversight to a field office responsible for delivering design‑build highway construction projects that are on schedule, within budget, and meet quality, safety, and stewardship standards. The Site Manager monitors and reports on project delivery in accordance with WSDOT policies and departmental expectations for transparency and accountability. They also foster a balanced workplace that promotes training, professional growth, upward mobility, employee safety, workforce diversity, and pride in ownership, while serving as a local WSDOT representative to legislators, local agencies, stakeholders, Co‑Managers, and industry partners. The ideal candidate is an experienced construction leader with strong collaboration, communication, and problem‑solving skills who can ensure high‑quality project delivery, effectively manage staff, and contribute to a positive and professional office culture.
What to Expect
Assist the Project Engineer and assume limited authority when absent to provide leadership, management, and oversight to the field office delivering the Gateway SR 167 design‑build program.
Ensure projects are on schedule, within budget, and meet quality, safety, and stewardship standards, maintaining compliance with WSDOT policies and departmental expectations for transparency and accountability.
Review and recommend approvals for design changes, work methods, contract modifications, material certifications, and payments.
Collaborate and build effective working relationships with internal teams, contractors, stakeholders, elected officials, and the public to support project delivery and resolve conflicts.
Oversee staffing, personnel actions, training, mentoring, and professional development, fostering a balanced and inclusive workplace that promotes safety, diversity, and upward mobility.
Lead project communications and outreach efforts, ensuring clear and consistent messaging with stakeholders and the public.
Promote a safety‑focused work environment, engaging staff in safety programs and implementing strategies to reduce accidents and incidents.
Ensure effective use of resources, project scheduling, and operational efficiency, monitoring staff performance and implementing best practices to support project and team success.
Qualifications
Transportation Construction Management : Proven experience managing significant transportation infrastructure construction contracts worth more than $50 million, demonstrating expertise in project delivery, budgeting, scheduling, and quality control.
Supervisory Experience : Demonstrated experience leading, coaching, and mentoring engineering or construction staff, including staffing, performance management, and fostering a productive, inclusive workplace.
Civil Engineering and Construction Knowledge : Strong working knowledge of civil transportation engineering design and construction principles and practices, contracting methods and procedures, and program accountability, including budget, schedule, environmental, and quality considerations.
Project and Program Management : Working knowledge of the principles of project management with skills to establish plans, set objectives and goals, monitor performance, and make necessary adjustments to achieve program and project goals.
Decision‑Making : The ability to make timely, effective decisions in the best interest of the department and projects, considering complex and competing issues.
Communication and Stakeholder Engagement : Advanced skills in professional communication with employees, contractors, stakeholders, elected officials, and the public, including non‑technical audiences. Effective in‑person, virtual, and electronic communication, and able to respond collaboratively and professionally to questions and concerns.
Strategic Leadership and Team Development : Demonstrated ability to provide strategic leadership by building and maintaining effective teams; motivating, coaching, mentoring, and empowering employees; embracing and leading change; resolving conflicts; encouraging employee engagement; developing and implementing process improvements; and demonstrating strong interpersonal skills with a diverse interdisciplinary workforce in developing and delivering multiple projects.
Safety and Resource Management : Proven experience promoting a safety‑focused workplace, implementing best practices to reduce incidents, and ensuring efficient use of staff and organizational resources to support project success.
Equity Minded : The ability to take action to learn and grow. The ability to take action to meet the needs of others.
In addition to the above, the following are also required:
A valid driver’s license and the ability to operate state‑owned vehicles.
Ability to travel as required to perform site visits, attend off‑site meetings, engage with stakeholders, or participate in training, including overnight travel when necessary.
It is preferred that qualified candidates also have:
Design and Construction Engineering : Intermediate design and construction engineering experience with demonstrated experience implementing sound engineering judgment.
Advanced Leadership and Team Development : Progressively responsible leadership or supervisory experience with a diverse workforce, with demonstrated leadership abilities to work across boundaries; build and maintain effective teams; coach, mentor, and train; and encourage employee engagement. A strong working knowledge of principles of project management and team leadership.
Public Sector Transportation Knowledge : Knowledge of design and construction principles and practices in large public sector transportation projects.
Technical and Software Skills : Experience utilizing engineering, scheduling and budgeting software.
