Job Summary

Under limited direction and in compliance with technical, administrative, regulatory, or professional standards and guidelines, directs and manages the activities and operations of a major division (e.g. Administration, Field Operations, Investigations, or Support) of the Greenville Police Department. Performs complex and highly responsible planning and supervisory duties associated with the crime prevention and law enforcement activities of the City. Responsible for division supervision; implementation of departmental policies and procedures; oversight of law enforcement activities; planning, budgetary support, and other administrative or operational processes. Prepares, coordinates, implements, and monitors operational plans and orders, recommending priorities for allocating critical resources of the department. Assists in the coordination of department activities with other City officials or outside agencies; serves on law enforcement and public safety related committees as well as boards and panels as assigned by a Police Major or the Police Chief. Monitors laws, rules, and regulations and evaluates administrative and operational activities to ensure compliance. Addresses internal and external complaints or problems and resolves issues by meeting with law enforcement individuals, public citizens, or groups. Participates in and facilitates the timely and effective operation of the department’s internal investigation and disciplinary system. Performs special projects as assigned, providing responsible and complex administrative support to the Police Majors and Police Chief. Works within broad policy and organizational guidelines; independently plans and implements projects; and reports progress of major activities through periodic meetings. Maintains awareness of new trends and developments in the field of law enforcement and crime prevention; incorporates new developments as appropriate. Serves on community and specialized boards and committees as requested by the Police Majors or Police Chief. Assumes departmental command during the absence of the Police Majors or Police Chief as assigned. Essential Functions

Provide Leadership and Management Oversight for Assigned Division:

Provide leadership and the day-to-day administration and supervision of police activities within assigned division. Formulate and direct strategies to meet the agency’s community policing goals using statistical data and feedback from employees. Supervise assigned sworn and civilian staff, including selecting or recommending selection of division staff, assigning and evaluating work, coordinating work activities/assignments, counseling employees, participating in the investigation and reporting of employee misconduct, and taking appropriate disciplinary action, including participating in internal disciplinary and/or Public Safety Citizen Review Board hearings as required. Provide overall management and coordination for special teams, such as SWAT, Crisis Negotiation Team, and Dignitary Protection Team, as assigned by the Police Chief. Ensure subordinate employees are developed appropriately to prepare for succession planning within the agency. Maintain timely, clear and ongoing two-way communication with employees. Conduct regular staff or division meetings to keep staff apprised of relevant developments/information and enhance the department’s performance. Review and approve timecards and authorize leave requests. Schedule personnel to attend in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills. Day-to-day management responsibilities of each Captain vary slightly based on the type of service their unit provides to the community: Administration Division:

Manage all departmental administrative, training, and budgetary preparations. Manage the planning, staffing, and coordination of City Special Events. Research and apply for grants to retain additional police services and/or personnel. Facilitate research into new police technology and equipment to determine suitability for implementation. Responsible for the budgetary function of the department which includes developing budget strategies in conjunction with the Police Majors and Police Chief, communicating with other Captains regarding equipment and training needs for their divisions, and communicating with the Office of Management & Budget Department on the final budgetary recommendations. As the department’s Commission on Accreditation for Law Enforcement Agencies (CALEA) Accreditation Manager, oversee annual accreditation activities, recommend new policies and policy updates, and ensure compliance with CALEA standards throughout the department. Field Operations Division:

Manage all Field Operations Division functions to include the activities of all Field Operations Platoons. Provide control and standardization of all operational procedures, including labor allocation, scheduling, staffing, organization, methods of patrol, patrol coverage, deployment and special patrol activities. Responsible for the production and collection of law enforcement intelligence, and coordination and dissemination of actionable intelligence to the proper line unit commanders. Supply the essential information and intelligence needs of the Police Chief. Coordinate and utilize statistical data and input from Strategic Planning and Analysis and subordinates to formulate effective and efficient strategies for the Division’s community policing efforts, to reduce crime and disorder, and to promote traffic safety. Serve as a direct line of communication to the Command Staff about issues impacting field operations. Establish and maintain effective working conditions. Investigations Division:

Manage all Investigation Division functions including Criminal Investigations Sections of Crimes Against Persons, Property Crimes, Family Crime Unit, federal task force officers, as well as the Drug Enforcement Unit. Manage all Victim/Witness Advocate functions and responsibilities. Serve as a direct line of communication to the Command Staff about issues impacting the Investigations Division. Establish and maintain effective working conditions. Facilitate agency strategies to mitigate crime through development of an effective informant base, the production, collection and use of law enforcement intelligence, research of habitual and predatory offenders, and developing alternative and coordinated methods of reducing recidivism. Provide timely information to the Command Staff on investigations and intelligence from specialized task force members that impact on the department. Support Division:

Manage all Support Division functions to include Traffic, Warrants, Animal Control, School Resource Officers, and Crime Response Team Sections. Serve as a direct line of communication to the Command Staff about issues impacting the Support Division and establish good working conditions. Utilize statistical data and input from Strategic Planning and Analysis, Traffic Engineering and subordinates to formulate the Crime Response and Traffic Teams’ involvement in neighborhood policing and provide policing for crime trends. Communicate information from the Traffic team on state and federal initiatives related to traffic enforcement. Research critical incident response training and equipment for the agency.

Perform Administrative Duties:

Perform a variety of administrative functions such as completing internal reports, briefing the Police Majors and Police Chief of division activities, ensuring materials needed for division operations are available to their personnel, and verifying that inspections on vehicles and other equipment are conducted on time and in accordance with departmental policy and unit SOP’s. Process and prepare information for coordinating, advising and planning to assist the Police Majors and Police Chief in operations matters. Participate in the review and evaluation of service delivery methods, staffing configurations and systems within the department, identifying opportunities for improvement and making recommendations to the Police Majors and Police Chief to enhance services. As assigned, assist in researching, drafting and applying for Police Department grants to improve services and/or add police personnel. Exercise sound judgment in the administration of discipline with departmental personnel. Assist the Police Majors and Police Chief in preparing and presenting administrative reports, resolutions and council reports. Review and update Police Department General Orders, and other policy and procedure documents as is appropriate and necessary. Act as Liaison between Police Department and Residents:

Establish positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public. Represent the department with other law enforcement services and allied agencies, other City departments, civic groups, and the public. Address internal and external complaints or problems and resolves issues by meeting with law enforcement individuals, residents, and members of the public, or groups. Attend and participate in professional and community meetings as necessary; remain current on issues relative to the field of Public Safety and relative service delivery responsibilities; responds to and resolve sensitive and complex community and organizational inquiries and complaints. Provide information and/or assistance to the public. Assist with or conduct public information programs involving crime prevention or awareness. Serve on community and specialized boards and committees as requested by the Police Majors or Police Chief. Support Prosecution of Criminal Cases:

Understand and enforce federal, state and City criminal and traffic laws and ordinances. Employ appropriate court procedures, file correct documents such as warrants and tickets, and organize supporting documentation for court cases. Provide testimony as required. Perform other duties as assigned. Job Requirements

Bachelor's degree in criminal justice, business, social work, human services, or related field. Must have at least eleven years of continuous service as a certified police officer with a minimum of two (2) years of current and continuous time in service as a Lieutenant or higher rank, at the GPD or at a comprehensive law enforcement agency of comparable size. Must obtain certification as a Class 1 officer from the South Carolina Criminal Justice Academy within one (1) year of employment. Driver's License Requirements

Frequently requires standing, reaching, climbing, fine dexterity, handling/grasping, walking, foot controls, balancing, carrying, bending, sitting, crouching and stooping, kneeling, twisting, lifting, crawling, and pushing/pulling. Perform duties in situations that range from inactive to situations requiring extreme physical exertion. Including but not limited to: the ability to make an arrest, physically wrestle a suspect following a prolonged pursuit, running over uneven terrain, chasing a suspect over many blocks or up flights of stairs while wearing duty equipment, climbing over fences, standing on a fixed post for extended periods of time, perform crowd and riot control activities, and exposure to adverse conditions and situations. Strength demands include constantly exerting up to 10 pounds, frequently exerting 20‑50 pounds, occasionally may require exerting up to 150 pounds, and may rarely require exertion in excess of 200 pounds. Additional strength demands include the ability to wear duty equipment for prolonged periods weighing between 20‑40 pounds. Mental Demands:

Frequently requires time pressures, emergency situations, frequent change of tasks, irregular schedule/overtime, performing multiple tasks simultaneously, working closely with others as part of a team, and noisy/distracting environment.
