Overview Directs, plans, and oversees projects and/or programs associated with Metro real estate assets, right of way delivery process, and/or special projects involving new Metro business opportunities. The Senior Director, Real Property Management & Development, leads Metro’s acquisitions and relocation program to support capital project delivery. This role directs complex right‑of‑way activities, ensures compliance with the Uniform Relocation Assistance Act and related regulations, and manages teams and consultants to keep projects on schedule and within budget.

Responsibilities

Directs, plans, and oversees work related to key Metro real estate assets, including work related to right of way delivery processes necessary to construct and maintain Metro's infrastructure, or to Metro owned properties, including rental revenue and property maintenance, and leasing of commercial facilities to facilitate both transit or non‑transit operations

Develops and delivers quality projects from inception to close‑out, on time, and within scope and budget

Leads negotiation of all business‑related terms and conditions associated with joint development and new business opportunities, and oversees the drafting and preparation of related contracts

Directs, plans, and oversees work related to the development of special projects involving new business opportunities for Metro

Assists in the preparation and oversight of department/unit budgets, goals, and schedules

Monitors and ensures projects are completed according to Metro policy, procedures, deadlines, and standards, and in compliance with federal and state regulations

Coordinates and interfaces with consultants and other departments providing project support and input

Directs, plans, and oversees preparation of RFPs (Requests for Proposals) and RFQs (Requests for Quotes) related to joint development projects and new business opportunities

Coordinates, presents, and disseminates information to various departments, agencies, organizations, and the public

Represents the department in management meetings and task forces to assist in determining strategic approaches related to joint development and new business generation

Develops project/program guidelines and policies

Participates in the selection and hiring of consultants; oversees and reviews their work for conformance with Metro policies, compliance with contract provisions, and completion of scope of work; and approves consultant payments

Manages sub‑consultant contracts and deliverables

Manages, motivates, and develops assigned staff

Analyzes and evaluates project costs, benefits, and alternative action plans

Represents the department and Metro before regulatory agencies, professional organizations, community groups, project stakeholders, and at other meetings

Prepares and presents comprehensive reports and correspondence to management, Metro Board, outside agencies, and the public

Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

Other Related Duties May be required to perform other related job duties.

Education

Bachelor's Degree in Business, Public Administration, or a related field; Master's degree in a related field preferred

Experience

Five years of relevant management‑level experience in rights‑of‑way project management, planning, and development of public projects, and special projects related to new business opportunities; experience in public sector is preferred

Certifications / Licenses / Special Requirements

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job‑related essential functions

Preferred Qualifications

Experience managing and leading a Right of Way/Real Estate team on major capital projects for public agencies

Experience managing acquisitions and relocations under the Uniform Relocation Assistance and Real Property Acquisitions Policies Act

Experience negotiating sophisticated transactions in dealing with consultants, attorneys, and third‑party sellers

Experience preparing and maintaining comprehensive departmental budget including staffing, consultant services, and Right‑of‑Way costs

Knowledge of

Theories, principles, and practices of business, real estate, real estate development, appraisal, and transportation applicable to assigned area of responsibility

Applicable local, state, and federal laws, rules, and regulations governing transportation policies, right of way, real estate, and development practices

Eminent domain process and schedule, or real property management principles and practices, based on assigned area of responsibility

Economics and business statistics

Project management and control practices

Finance and budget practices

Staff management practices and principles

Applicable business software applications

Establish and maintain effective working relationships with various Metro departments, Metro Board of Directors and their deputies, and outside representatives

Communicate clearly and concisely regarding complex concepts, including communicating real estate issues with non‑real estate disciplines

Read, write, speak, and understand English
