ABOUT US The San Francisco Housing Development Corporation (SFHDC), founded 37 years ago, is a nonprofit advancing housing stability, economic mobility, and racial equity in San Francisco's low- and moderate-income communities of color. SFHDC has completed over 1,700 aƯordable homes across 19 projects, with five additional developments underway that will add 800 units, bringing the portfolio to more than 2,500 aƯordable homes across 24 projects by late 2026. – serves 1,000+ clients annually with credit repair, rental readiness, and first-time homebuying support. Economic Development
– advances Black entrepreneurship, operates In The Black retail marketplace, and delivers 600 free meals weekly to low-income households in San Francisco. Resident Services
– supports 14 aƯordable housing communities (including two senior-only properties) across five core pillars: housing stability, education, economic mobility, health, and public safety. POSITION SUMMARY The Director of Resident Services & Programs provides leadership and strategic direction for SFHDC's resident support services, ensuring programs meet the needs of low-income families, seniors, and individuals, while advancing the organization's mission of housing stability, equity, and community empowerment. The Director oversees day-to-day planning, operations, and reporting while building a high-performing team—currently 11 staff and projected to expand to 18 by mid-2026. This role offers a unique opportunity to shape services across SFHDC's expanding affordable housing portfolio and advance resident well-being citywide and beyond, including two new projects with Permanent Supportive Housing. As part of SFHDC's management team, the Director contributes to the agency's strategy, growth, and impact measurement, and collaborates closely with the Mayor's Office of Housing and Community Development (MOHCD), property management, and community partners. KEY RESPONSIBILITIES Strategic Leadership & Team Management Lead the Resident Services team while serving as a key member of SFHDC's senior leadership, ensuring high-quality program delivery, and contributing to agency-wide strategy and resource development. Supervise, mentor, and develop Co-Managers and Coordinators while fostering a collaborative, compassionate, and accountable culture that empowers staff and supports resident self-suƯiciency and community well-being. Strengthen team performance and compliance by designing systems that improve communication, data tracking, and service consistency while embedding accountability, monitoring, and audit readiness across sites. Lead strategic planning to strengthen Resident Services in San Francisco and explore expansion into surrounding Bay Area counties, positioning SFHDC as a regional leader in resident-centered innovation and service delivery. Champion a resident-centered approach, ensuring services are responsive to community needs and rooted in equity and empowerment. External Partnerships & Accountability Cultivate strong partnerships with MOHCD, property management teams, developers, and community-based organizations to ensure resident services align with regulatory mandates, contractual obligations, and community needs. Represent SFHDC with government, philanthropic, and housing partners to safeguard credibility and position the organization as a trusted regional leader through transparency, compliance, and collaborative impact. Leverage partnerships to expand resources, strengthen community-based services, and secure funding opportunities that advance resident well-being and organizational sustainability. Engage with citywide initiatives and regional coalitions to elevate SFHDC's voice in shaping aƯordable housing and resident services policy. Negotiate and manage contracts, MOUs, and partnership agreements while ensuring fiscal, contractual, and audit compliance, proactively addressing risks and gaps in documentation or reporting. Lead the annual budget process for the Resident Services Department, including development, forecasting, and management of operating budgets in close collaboration with the Finance team. Collaborate on grants and proposals by providing accurate data, outcome reporting, and resident impact stories, while ensuring resources are used eƯectively to maximize community benefit. Develop innovative funding and reporting strategies to demonstrate impact, strengthen sustainability, and align resources with long-term organizational goals. QUALIFICATIONS Bachelor's degree in Social Work, Public Administration, Nonprofit Management, or related field required. 5–7 years of progressive leadership in resident services, aƯordable housing, or community development. Proven success supervising geographically dispersed staƯ and managing multi-site Strong knowledge of affordable housing systems and service models, with proven Direct experience working with residents facing complex needs (homelessness, mental health, recovery, chronic illness). Budget management and resource allocation expertise. Deep commitment to equity and social justice, with experience serving BIPOC, immigrant, and historically marginalized communities. COMPENSATION & BENEFITS Salary Range: $100,000–$120,000 annually, commensurate with experience. Reports to the Chief Operating Officer; supervises 3 Co-Managers and indirectly eight staff Benefits include: Health, dental, and vision insurance (100% employer-paid for employees; 40% $500/month health stipend for employees who decline coverage (to a 401(k) or 403(b)).
