$126,664.00/yr - $189,996.00/yr Under the general direction of the Director of Real Estate & Property Development, this position is responsible for managing real estate activities necessary to support the capital infrastructure projects of SamTrans, Peninsula Corridor Joint Powers Board (Caltrain), and San Mateo County Transportation Authority (Agencies), including overseeing all aspects of the Agencies’ right of way appraisals, acquisition, relocation, and activities. Essential Functions & Duties
Examples of Essential Functions: Manages the daily functions, operations, and activities of the Agencies’ real estate operations in support of Agencies’ capital infrastructure projects, helping to deliver projects on-time and on-budget Manages all aspects of the Real Estate Departments capital project support, including developing schedules in conjunction with project managers, ordering appraisals, making offers, and acquisition and relocation of real and personal property May manage Real Estate Department staff, seconded staff, and consultants Ensures that all acquisition and relocation activities are conducted in conformance with the Uniform Relocation Act and all relevant federal and state requirements Coordinates with the District Surveyor to help ensure all pre-acquisition survey/base map/appraisal maps are in place for the acquisition phase of the projects Ensures proper documentation is included in real estate files, as required to meet State and Federal requirements Communicates with internal and external project stakeholders in support of capital projects programs through presentations, letters, emails and information verbal communication Oversees legal efforts in support of real estate activities and eminent domain actions Conducts necessary property ownership research Prepares and manages contracting documents for the Real Estate department to utilize various on-call contracts, this may include working with Procurement and Contracts for RFP, RFQ, and work directive preparation for various projects Ensures EEO policies and procedures are followed Examples of Duties: Works with the Director and Real Estate Department staff to collaboratively prioritize and manage work performed for each agency Prepares and presents project progress reports Prepares and presents staff reports and presentations for Board meetings Represents agency at intergovernmental and private sector meetings Works closely with community members, neighborhood councils, business, property owners, neighborhood groups and various public/private organizations Oversees the issuance of Right-of-Way Certifications in support of the Agencies’ construction contracts. Conducts/direct appraisals, setting just compensation, acquisition, negotiations, relocation assistance, and closing on properties Performs and oversees detailed research for title issues including interpreting real estate documents Assists with determining/designating surplus property by the Surplus Land Act for acquisition, disposition, or development of agencies’ real property Confers with Director of Real Estate & Property Development, District management, and Board of Directors on major real property acquisition and utility relocation activities Advises on critical path activities related to right-of-way, licensing, leasing, and project planning and execution, and condemnation Performs other duties as assigned Supervision : Works under the General Direction of the Director of Real Estate & Property Development, who establishes goals, objectives, and evaluates performance. Minimum Qualifications
Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: Five (5) years full-time progressively responsible real estate and/or capital project experience Two (2) years in a project lead or supervisory role Preferred Qualifications
Five (5) years full-time progressively responsible public agency real estate experience acquiring, appraising, relocating tenants from and/or managing properties for public use pursuant to State and Federal regulations Must be highly skilled in preparing formal written reports and presentations to various groups Knowledge of GIS Proficient in Microsoft Office Suite The selection process may include a panel interview, written and skills test assessments, or supplemental questions.
